THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT), Position Description Number D2532000 and is part of the PA 193rd Special Operations Wing, National Guard.

1 or more Position(s) may be hired against this Announcement. Indefinite W/ Rollover Position may lead to permanent assignment without further advertisement.

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard.

AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the 193rd SOW AOC 2: NG employees in the 193 Special Operations Wing (This includes 193rd RSG, 193rd AOG, 211th EIS, 271st CCS, 201st RHS, 112th ACS, 203rd Weather Flight, 193rd SOW Det 1, 148th ASOS, PA ANG HQ DET 1) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status.

INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician.

Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period.

Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.

Military Grades: ENLISTED E1 - E7 Supervisor for this position is MSgt Piotrowski Manpower #00800125 *NOTE: Accessioning into this position is contingent upon verification of Top Secret Security Clearance GENERAL EXPERIENCE: Experience in Records and Information Management (RIM) work involving the creation, dissemination, research, storage and disposition of Federal records.

Experience with formulating policy, performing strategic analysis and planning, conducting program outreach, coordinate training, developing metrics, and ensure that sound information governance and accountability measures are in place.

SPECIALIZED EXPERIENCE: Application must indicate 36 months of experience administering Enterprise Information Systems (EIS) to facilitate knowledge management and collaboration by developing, designing and maintaining websites.

Facilitating a clear understanding of the needs and requirements of information required by the end-users.

Defining roles and responsibilities related to data governance and provides clear accountability for stewardship of the commander's principle information assets.

Creating security reports for submission. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying.

Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.

The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

As a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT), GS-0308-11, you will work with non-homogenous work centers throughout the wing to integrate planning, development and implementation of knowledge programs and systems.

Provide guidance to Wing leadership moving the organization towards the implementation of effective knowledge management practices.

Manage overall processes for organizations to plan, coordinate, share and control information. Manage the Records Management (RM) and Records Life Cycle Program. Perform other duties as assigned.
