Full Job Description

The incumbent serves as a Records and Information Management Specialist - Facility Records Officer and will ensure that institutional federal records of vital, historical, fiscal, and legal value are identified and preserved in accordance with federal laws, regulation, directives, and policies.

They are the senior technical advisor responsible for formulating policy, performing strategic analysis, and planning, conducting program outreach, coordinating, and conducting training.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/18/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To qualify for this position at the GS-09 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Records Information Management Specialist - Facility Records Officer.

Qualifying specialized experience includes: Possessing effective communication skills in order to presenting information clearly to management, medical center staff, and members of the public; coordinating and conducting adult learning training; reviews program analytics to improve effectiveness; reviews assessment reports to identify issues within a program area; knowledge and understanding of agency information systems and archiving processes.

~OR~ Education: Successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B.

Qualifying specialized experience includes: Possessing competence and confidence in public speaking, be articulate, and provide executive- level briefings; orchestrating adult learning and developmental training programs; applying and adapting analytical techniques and evaluative criteria to improvement effectiveness and productivity of a program; developing and utilizing metrics, dashboards, audits, surveys, and other reports to identify potential issues in a program area; extensive knowledge and understanding of agency information systems and archiving processes.

~OR~ Education: Successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D.

degree, Or Ph.D., or equivalent doctoral degree in the related field of the position to be filled.

Physical Requirements: he work is generally sedentary involves frequent walking, standing, and bending in searching for various files. There is occasional lifting and carrying boxes and files.

Major Duties:

Duties include, but may not be limited to the following: Incumbent assists in formulation and development of major administrative policies for the Ambulatory Care program.

Evaluates areas where policies and operations procedures are needed or revisions are indicated.

Applies effective management techniques designed to ensure maximum and efficient utilization of personnel, reductions in cost, elimination of waste and overlapping of services, planning for adequate clinical space, improvement of operation, and development of proposed policies in terms of a positive long-range impact of the program.

Develops written operating procedures and schedules to guide employees in their work, provides training, assigns and coordinates the work.

Defines standards for the work and reviews, revises or rejects work submitted.

Establishes priorities, schedules and deadlines for routine and special work assignments and monitors the quality and quantity of work performed.

The incumbent conducts independent studies to determine workload production, quality control requirements and training needs.

Analyzes results and, on own initiative, implements necessary changes in organization and assignment of work, based on requirements and resources available, to efficiently and economically accomplish the work to meet program goals and established objectives.

Reviews work produced and analyzes weekly production reports to evaluate production and takes appropriate action to resolve backlogs.

Makes recommendations to Chief arid Assistant Chief, Business Office, concerning changes in staffing levels or major changes in operations.

The incumbent is responsible for interpreting complex regulations an laws relating to eligibility for medical benefits and communicates these to subordinates as well as to members of the clinical staff, Veterans, and family members.

Incumbent is a key player in the monitoring the Access, Electronic Wait List, and Consults performance threshold for both primary and specialty care.

In the role, incumbent develops strategies and works with clinical services to improve access to care at the medical center and nine

CBOCs. Performs other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level of GS-11 without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 7:30am-4:00pm Telework: This position may be authorized for Ad-hoc telework.
