New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Position
CDOT is currently seeking a Real Estate Specialist II to join the Acquisition/Relocation Unit within the Region Right of Way/Survey Group, supporting the acquisition and management of real property needed for transportation projects and maintenance operations across the region. This position provides basic real estate acquisition, relocation, and property management services to engineering residencies and maintenance operations, working under the guidance of senior real estate specialists. Responsibilities include researching title history, preparing value findings, assisting with property acquisition negotiations, and supporting the relocation of affected occupants.

Your duties and responsibilities will include, but are not limited to, the following

• Prepare written offer packages for the acquisition of real property interests in accordance with applicable statutes, regulations, and departmental procedures.
• Contact property owners and conduct negotiations for the purchase of real property interests needed for projects.
• Maintain a detailed diary of contacts with property owners and other involved parties, documenting communications, negotiation activity, and outcomes.
• Prepare settlement documents and assist with closings for negotiated acquisitions, ensuring required approvals and complete documentation.
• Prepare and submit condemnation packages to the Attorney General’s Office for acquisitions that do not result in settlement, ensuring required materials and approvals are included.
• Review appraisal valuation information to understand the basis for the Department’s offer and assist with reviewing appraisal documentation for accuracy and completeness.
• Determine when applicable statutes and regulations allow the use of a Value Finding process and prepare Value Finding estimates of just compensation under senior specialist guidance.
• Attend project team meetings and project/plan reviews and participate in CDOT’s project development process.
• Communicate required right of way processes and coordinate with project team leaders to assist with the development of right of way process timelines.
• Assist with researching and gathering ownership data necessary to determine real property interests for acquisition of right of way, including county, CDOT, court, Secretary of State, and city records.
• Establish working relationships with title companies to secure services and review and analyze requirements to transfer title to CDOT.
• Perform relocation advisory services and provide assistance to individuals and businesses, including preparing relocation notices, monitoring business moves, inspecting residential properties, and processing claim packages.
• Identify and secure services necessary for the protection and maintenance of CDOT property.
• Review the Property Management Manual and Region files to determine disposal procedures and prepare disposal documentation and make recommendations regarding property disposition.


Work Environment

  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, with opportunity for a flexible schedule

  • You will likely work a hybrid schedule with a combination of in-office and remote work.

  • Daytime travel during working hours is required to visit properties, building sites, meet with landowners and other meetings.
  • Occasional overnight travel is required to meet with landowners or attend training
  • Required to drive CDOT vehicles.

Qualifications

Minimum Qualifications

Experience Only:

  • Five (5) years of professional work experience primarily focused on real estate abstracting/title work, right of way plan development, property management for a public entity, property appraisal/valuation, right of way negotiations, land acquisition, relocation or land-surveying.

OR

Education and Experience:

  • A combination of related education and/or relevant experience equal to five (5) years, such as coursework or degrees from an accredited college or university in real estate, public administration, accounting, business, urban/regional planning, law or a closely related degree.

Preferred Qualifications

The exceptional applicant will be an experienced Real Estate Specialist and will possess the proven ability or accomplishment in the following:

  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Highest work/personal ethics and integrity;
  • Knowledge and understanding of real estate law, theory and practice, including document preparation, acquisitions, closings, determination of fair market valuation, condemnations and property leasing and management in a transportation context;
  • Experience reading and interpreting transportation design drawings and right of way plans;
  • Familiarity with CDOT and FHWA policies and procedural directives related to property management and acquisition.
  • Experience conducting property disposal transactions in compliance with state and federal requirements;
  • Familiarity/experience working with appraisals;
  • Familiarity with survey plans;
  • Excellent oral and written communication skills including presentation skills; ability to explain complex technical information in layman's terms;
  • Strong customer service skills and experience; proven ability to deal with difficult customers and situations;
  • Excellent analytical, problem-solving, reasoning and decision making skills;
  • Attention to detail and accuracy;
  • Ability to work with general public, professionals, consultants, and staff, with sensitivity to their needs, priorities, promises made and commitments;
