The primary purpose of this position is: This position serves to oversee, validate, and conduct surveillance of contracted maintenance and management of UH-1N, MH-139, HH-60G/W aircraft.

This includes evaluation of complex airframes, propulsion, and avionics systems as well as all facets of Plans, Scheduling and Documentation Conditions of Employment Continued: 1.

May be required to work other than normal duty hours which include, but are not limited to, shift work, evenings, weekends, holidays, and/or overtime. 2.

May be required to be in an on-call status and/or subject to call back in order to inspect activities. 3.

May be required to perform temporary duty from home station and/or travel away from the home duty station on military or commercial aircraft. 4.

May be required to work under adverse environmental conditions. 5. May be required to use personal protective equipment (PPE) in the performance of duties which will be provided by the organization. 6.

The work requires the employee to drive a motor vehicle and maintain the ability to operate a motor vehicle. An appropriate, valid driver's license is required for the position.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Series 1910.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience that demonstrates a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas.

Examples include: Reviewing production activities and capabilities in light of contract quality requirements.

Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.

Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.

Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.

Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.

Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities.

Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.

Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

-- Thorough knowledge of assigned aircraft, support systems (propulsion, avionics, etc.), and support equipment to include aircraft specifications and standards; use of specialized inspection and test equipment, aircraft maintenance procedures and interpretation of maintenance data reports.

Thorough knowledge of the principles, concepts and methodology of Air Force COR functional programs; skill in applying this knowledge to the planning, accomplishment and surveillance of aircraft maintenance assignments performed by the contractor.

Broad knowledge of the practices, policies and procedures of related functional and administrative areas such as maintenance, engineering, contract administration/surveillance, production, workload planning, contract finance, etc.

OR EDUCATION: Successfully completed a Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of assigned weapons systems to include propulsion, avionics and a wide range of other maintenance processes, and subordinate systems, etc.

Highly desired knowledge, skill, and ability on rotary winged aircraft systems to be able to inspect and evaluate contractor technical performance and determine if the contractor is performing safe and reliable aircraft maintenance according to contract Statement of Work/Performance Work Statement.

2. Knowledge of Air Force Rotary-winged maintenance policies and procedures. 3.

Knowledge of contracting policies, Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP) and service delivery summaries. 4.

Ability to communicate effectively, efficiently, orally and in writing. 5. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data. 6.

Ability to plan, organize, and reprioritize work to meet changing deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serves as a Quality Assurance Specialist to verify the service provider meets all obligations specified in the Performance of Work Statement (PWS) or performance requirements document and/or Quality Assurance Surveillance Plan (QASP) of assigned 58 SOW weapons systems and Logistics programs.

Maintains technical competency, currency in all PWS surveillance areas for assigned Aircraft, Engines, Supply, AGE, GFE and MIS as well as performs statistical analyst reviews on all contractor-inputted MIS data against aforementioned areas.

Provides briefings and accurate reports outlining contractor performance to applicable parties as well as drafting changes to applicable contract-related documentation.

Prepares and presents summaries and briefings to AF Leadership on unit's mission-capable status.

Serves as a functional member of the Multi-Functional Team; plans and manages the service outcomes of the service contract to the satisfaction of its customers.

Assists the Chief COR in reviewing, staffing and processing through command channels, requests for contract or depot assistance after determining support requested is beyond organizational and field-level maintenance capability.
