Full Job Description

The mission of the Facilities Operation and Management Unit (FOMU) is to provide effective and efficient facilities service/support for the various scientific programs and other support programs at the National Bio and Agro-Defense Facility (NBAF).

The position is located in the FOMU and the incumbent serves as a Facility Quality Assurance Specialist with responsibility for performing and coordinating a variety of support work for the Quality Management System.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.

Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Identifying inadequacies and requesting corrective action.

Reviewing and evaluating systems operations and procedures through periodic audits and surveillance inspections. Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Plans, organizes, administers, and evaluates the quality compliance program for the Facilities Operation Management Unit.
  • Assists with planning, developing and managing Facilities projects with specific emphasis on the quality management system to meet customer, ARS, regulatory and certification or accreditation requirements.
  • Work involves developing, documenting, and managing complex work requests and mission essential processes supporting the comprehensive quality management program.
  • Monitors and assesses the effectiveness of the Facilities quality assurance program activities through QMS software, observations, and regular reviews to ensure compliance standards are met.
  • Works with the professional staff to ensure collaborative efforts in the implementation of plans, procedures, and standards for maximizing productivity.
  • Serves as the Contracting Officer’s Representative (COR) for obtaining services.
  • Other duties, as assigned.
