This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service..

About the Position: This position serves as the Quality Assurance Specialist performing as the Contracting Officer Representative (COR) overseeing the administration and management of the quality assurance program for multiple municipal service contracts within the Operations and Maintenance Division.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience in the Federal service which includes: 1) Maintaining a contracting officer representative program; 2) Reviewing contractual quality requirements; 3) Evaluating contractor performance through audits and surveillance inspections; AND 4) Executing a quality assurance program to determine effectiveness.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. Major Duties:

  • Serve as the Quality Assurance Specialist performing as the Contracting Officers Representative (COR) overseeing the administration and management of the quality assurance program.
  • Ensure the quality and timeliness of work provided by contractors is in compliance with contract requirement
  • Keep the KO, Branch Chief, Division Chief, other directorates and functional activity representatives fully informed on status of contract performance
  • Must ensure quality and timely contractor work performance and solves problem areas with the contractor.
  • Report unresolved violations and deficiencies to KO
  • Receive complaints from customers, investigate and determine validity, and notify the complainant of results.
  • Must maintain good relationship with customers; and educate customers about contract requirements
  • Conduct field visits to areas and facilities under each contract to obtain necessary data for analysis and evaluations.
  • Utilize knowledge of facilities, systems, and services for which the contract work is performed; knowledge of inspection procedures and methods to assure materials and workmanship are properly inspected; and to determine contractor compliance.
