About the position: This is a Regular Full-Time position located within the NAF Accounting Office, RAF Alconbury, United Kingdom.

It offers 40 guaranteed hours per week, as well as many other benefits and entitlements. Who May Apply: Open to everyone*.

Permanent and legal residents of the US must be citizens of a NATO country, unless authorized to reside in the UK as a dependent of an employee who serves in support of the US Visiting Forces.

Eligible applicants must possess a US-issued social security number and be able to provide documentation proving residency status in the UK. Applicants cannot be 'ordinarily resident'.

A person is considered to be 'ordinarily resident' if they have resided in the United Kingdom (UK) for more than 366 days without an affiliation to the US Visiting Forces.

Time spent in the UK as an employee, or dependent of an employee, of a US agency serving and supporting the US Visiting Forces (i.e., active duty military, federal civilian, AAFES, Red Cross, one of the contract universities, a military banking facility or federal credit union, or US government contractors) is not counted toward being 'ordinary resident'.

In accordance with the Status of Forces Agreement between the US and the UK, British citizens may not apply for US NAF positions; however, they may be eligible to apply for local national positions on base.

Dual US/UK citizens may apply for US NAF positions if they have a valid US passport. In order to qualify, you must meet the experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Qualifying Experience (MUST BE SUPPORTED IN YOUR RESUME): Progressively responsible experience which provided general knowledge of procedures, regulations, and practices common to a DoD Services or Force Support purchasing program; AND Experience applying knowledge of solicitation and purchasing methods to make purchases under established contracts and standardized specifications or standards of work.; AND Experience implementing price evaluation techniques to assess price rationale; AND Experience using computers and computer programs to support office operations and produce documents, reports, and other products; AND Must be skilled in typing and using various computer applications.

Major Duties:

The primary purpose of this position is to:

Acquire a wide range of standard equipment, supplies, or services typically described through open-market procedures or through orders against established contracts using simplified acquisition procedures.

Reviews purchase requests from activities in terms of compliance with administrative requirements and adequacy of information, including item description, minimum allowable purchase quantity, availability of funds and estimated cost.

Coordinates with requesting office to obtain or provide additional information and identifies when separate requests may be consolidated.

Determines procurement source; local, Air Force Non-Appropriated Fund Purchasing Office (AFNAFPO) or the Servicing Contracting Office (SCO).

Develops source list of responsible suppliers from established lists, history files, catalogs, newspapers, etc.

Determines procurement method based on such factors as procurement history, urgency of need, estimated cost, and applicable directives.

Prepares requests for quotation to obtain quotes for small purchases and contracts. Verifies and abstracts information from vendors for orders or contracts.

. Reviews offers for compliance. Negotiates with vendors on a variety of issues, such as price breaks, accelerated delivery, reduction of service charges, etc. Prepares documentation for award.

Issues purchase/delivery orders, Blanket Purchase Agreements (BPAs) (priced and unpriced), Individual Service Contracts, Concessionaire Contracts, and other contracts and agreements within limits of contracting officer's warrant.

Responsible for post award administration. Administers contracts, orders, agreements, and modifications, including follow-up.

Gathers, monitors, and maintains data related to purchasing, prepares reports and responds to inquiries.

Use automated systems to input purchase requests, issue orders, request for quotations (RFQ), and other purchasing associated information.

. Coordinates, oversees, and provides training for the VAT (Value Added Tax) relief for eligible customers.

. Installation Program Coordinator (IPC) for NAF Purchase Card Program.

Coordinates, oversees, and provides training for IBPS (Internet Based Purchasing System). Administer the Private Organization Program.

May be required to operate a government vehicle to make official site visits.
