Full Job Description

You will serve as a PURCHASING AGENT in the MARINE CORP RECRUITMENT COMMAND of 4TH MARINE CORPS.

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-06) or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate performing most or all of the following duties: 1) Making sole source purchases utilizing demonstrated knowledge and experience of federal, departmental and agency acquisition policies, regulations, laws, methods and procedures; 2) Evaluating and soliciting contracts through identification of national and local supply sources; 3) Discussing equitable price adjustments for modifications to purchase orders utilizing demonstrated knowledge of post award procedures; 4) Performing personal property program functions utilizing demonstrated knowledge of Federal property management regulations and policies; and 5) Reviewing and reconciling credit card purchases utilizing demonstrated knowledge of government purchase card program.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will review and edit purchase requests to ensure the item or service is adequately described based on the requester's need; and ensure all information has been provided and the request is consistent with local and area policies.
  • You will advise requestors on purchases, policies, methods of procurement, and issues with a potential conflict on competition; advise on the best methods of procuring complex, specialized, scientific equipment not normally found on the open market.
  • You will conduct open market negotiations and make competitive or sole source small purchases for complex, non-routine scientific equipment and/or services not commonly available on the open market.
  • You will collect data to determine price reasonableness for new items, prepare detailed written solicitations, and tailor special terms and conditions.
  • You will prepare written solicitation for purchases estimated to meet and exceed the requirements in Federal Business Opportunities to solicit specific sources, build vendor questions, post amendments, and publish solicitation and award notices.
  • You will use Federal and MCD/region acquisition regulations, federal property management regulations, internal procedures and guidelines, and other references to identify possible sources and other pertinent information.
