The Department of Military and Veterans Affairs is looking for someone to be responsible for performing a variety of purchasing activities for the Department of Military and Veterans Affairs.

Requirements

This position is located in the Bureau of Office Services, Division of Procurement & Contracting. It is responsible for performing a variety of purchasing activities for the Department of Military and Veterans Affairs. You will ensure all procurement documents are processed in accordance with Act 57, Procurement Handbook, Labor and Industry requirements, Small Business Initiative requirements, and Office of Administration, Office of Information Technology requirements, state purchasing policies and procedures, DGS statewide contracts, and Federal 5-1 regulations.

You will also prepare bid packages, to include specification review, award criteria, and technical requirements. Discuss purchase requirements with end users and assist with the development of specifications and analyze data to determine that needs are met and best value is obtained.

Work Schedule and Additional Information:

  • Full-time employment, 7.5 hours per day, 37.5 hours per week
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
    • May change based on operational needs.
  • Travel and overtime: As needed
  • Telework: You may have the opportunity to work from home (telework) part-time up to 5 days within a 10-day pay period.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Annville.

  • Salary: In some cases, the starting salary may be non-negotiable.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Three years of experience in purchasing work involving contact with vendors in the procurement of a variety of supplies, materials, equipment, or services; or
  • Three years of experience in requisitioning, receiving, storing, distributing, and maintaining inventory of goods; or
  • An equivalent combination of experience and training.
  • Post-high school education may be substituted on a year-for-year basis for purchasing or stores experience to a maximum of two years.


Additional Requirements:

  • You must possess a valid federal or state-issued photo ID and pass a favorable NCIC screening for admittance to Fort Indiantown Gap.
  • You must be able to perform essential job functions.
