This position is in the Metering Services (MSM) organization of Customer Support Services (MS), Business Management & Development (M), Chief Operating Officer (K), Bonneville Power Administration (BPA).
In this role, you will serve as the bureau's technical lead responsible for performing all activities related to the development, enhancement, testing, training, maintenance, issue resolution, and quality control of metering systems and software, independent from BPA's IT organization.
SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service.
Specialized Experience is defined as: 1) Overseeing software release processes, documentation, optimization, and quality assurance (QA); 2) Directing Metering Services' administration, system development and maintenance, and stakeholder management; 3) Coordinating inter-agency administrative matters and collaborating with IT and external stakeholders; and 4) Managing high-level administrative functions, regulatory compliance for meter data systems, and executive technical advisement.
"Experience" refers to paid and unpaid experience.
Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.

As a Public Utilities Specialist (Systems Product Owner), you will: Serve as the Systems technical lead and technical authority for Metering Services with full technical authority and responsibility for coordinating all aspects and activities related to the development, enhancement, testing, training, maintenance, issue resolution, and quality control - independent of BPA's IT Organization.
Be responsible for maximizing the business value of assigned software applications by working with external contractors and vendors, end users, and senior managers to prioritize system enhancements and maintenance work backlog.
Complete all system development, enhancement, and testing activities. Be responsible for quality control of internal and vendor software releases.
Be responsible for establishment and coordination of operational production support requirements to establish policies and procedures to ensure adequate support of MSM analytical systems in the production environment and testing environment.
Be responsible for the coordination of MSM System training and notification to all staff regarding the scope and timing of all "software patches" or new releases.
