We are seeking an experienced Public Health Nurse with a passion for promoting community health, wellness, and equity to lead a team as our Public Health Nurse Supervisor.


County Health is accepting applications to fill one (1) Public Health Nurse Supervisor position in the Health Care Program for Children in Foster Care (HCPCFC) to work countywide.


We are also accepting applications to establish an employment list for future Full-Time, Part-Time, Extra Help and 1414* vacancies for the Public Health Nurse Supervisor job class in Carpinteria, Santa Barbara, Santa Maria and Lompoc.

POSITION:

Under general direction, promotes community health through detection, prevention, and control of disease; provides assessment, case management, education, and counseling in the care and prevention of illness and injury and in wellness promotion; supervises the public health nursing function of a program or clinic; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS: The Public Health Nurse, Supervising is a working supervisory class characterized by responsibility for providing public health nursing services to individuals and/or families, in addition to supervising the activities of other professional and paraprofessional staff in an assigned program or clinic. Duties involve the full scope of public health nursing activities at the fully qualified professional level. Clients typically have limited knowledge of health principles, nutrition, disease process, appropriate care, or available resources. Incumbents work in the community making home visits, as well as conducting specialty clinics and health education activities.


The Public Health Nurse, Supervising class is responsible for the public health nursing function of a program. It is distinguished from Regional Clinic Manager, Health Care Services Program Administrator, Senior, and Nurse Clinic Coordinator by their responsibility for the entire scope of an assigned clinic or program.


IDEAL CANDIDATE:

The Health Care Program for Children in Foster Care (HCPCFC) ensures that children and youth in foster care receive coordinated, comprehensive health services. As a public health nursing program, HCPCFC partners with child welfare and probation teams to address medical, dental, mental, and developmental needs. Our team promotes access to health care, supports timely exams and referrals, and helps maintain each child’s Health and Education Passport. By working closely with caregivers, social workers, and health providers, HCPCFC improves health outcomes and continuity of care for one of our community’s most vulnerable populations. Requirements

  1. Selects, trains, motivates and evaluates personnel; provides and/or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
  2. Directs, coordinates and reviews the work plan for staff; meets with staff to identify and resolve problems; assigns work activities; monitors work flow; reviews and evaluates work methods and procedures
  3. Reviews case management reports and provides feedback to case managers prior to submitting final reports to internal public health partners and state public health branches
  4. Participates in strategic planning, capacity and resource planning for the program; prepares and analyzes reports and statistical data regarding health care services, investigations, program operations and activities
  5. Participates in the development and implementation of goals, objectives, policies, and priorities for the assigned function; develops and monitors protocols based on the standards of practice for preventative screening and treatment services;
  6. Participates in the development of the assigned program budget; forecast funds needed for staffing, equipment, materials and supplies; directs the monitoring of and approve expenditures; recommends budget adjustments as necessary; oversees all processes and requirements for grant funding
  7. Under general direction, assesses the growth and changes within the community; plans and provides health services in accordance with community needs and demands. Attends and participates in professional group meetings; stay abreast of new trends and innovations in the field of health care; may serve on a variety of committees internally and externally as assigned
  8. Prepares and conducts presentations at schools, outside organizations, medical and community agencies regarding a variety of public health care issues; establishes positive working relationships with local clinics and physicians
  9. Inspects program areas for safety hazards and cleanliness; ensure compliance with Federal, State and local laws and regulations; review safety and universal precaution standards; implement and ensure compliance by staff
  10. Oversees the coordination of client care with health professionals and paraprofessionals to improve client's health; referrals of clients and/or families to appropriate community or public agencies to obtain services or assistance to improve or maintain social functioning and health; and referrals of clients to physicians when medical intervention is indicated.
  11. Coordinates and participates in public health outreach programs targeting specific populations or in response to epidemic outbreaks; interviews and counsels patients; conducts health screenings and assessments; and provides health education presentations to schools and other community groups.
  12. Provides administrative public health nursing service to client and their families during a communicable disease surge event, answer questions and provide information, investigate complaints and recommend corrective action in collaboration with other public health programs

Qualifications

Possession of a valid Registered Nurse license issued by the California State Board of Registered Nursing AND a certification in Public Health Nursing, AND;
  • Two (2) years of public health nursing experience, including some lead experience, such as assigning and reviewing work of staff; OR,
  • Two (2) years of experience performing duties equivalent to the class of Public Health Nurse with Santa Barbara County, including some lead experience such as assigning and reviewing work; OR,
  • A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Additional Qualifications:
  • Positions allocated to this class may require specialization in target populations, programs, and/or bilingual skills.
  • Possession of a valid California Class C Driver's License is required. Independent travel will be required.
  • Incumbents must be able to work in an environment which may include exposure to communicable diseases and a variety of field conditions.
  • Selectees for employment must, as a condition of employment, sign a statement agreeing to comply with Section 11166 of the California Penal Code (relating to child abuse and elder/dependent adult abuse reporting) and Sections 11160-11163 (relating to domestic violence reporting).

    1. Supplemental Questionnaire Ranking: Responses to the required supplemental questionnaire will be evaluated and auto-scored. Candidates' final score and rank on the employment list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified candidates.


Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
