WHAT WE OFFERMerit Increases: New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards.
Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.
Educational Incentive: Incumbents in this position may receive an educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree OR 5% for completion of a graduate degree. Bilingual Incentive: Incumbents may also be eligible for a bilingual incentive depending upon operational need and certification of skill. Proficiency levels by exam are $.69 per hour (Level I); $1.00 per hour (Level II); or $1.32 per hour (Level III). Vacation Accrual: New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.Flexible Workweek/Telework Schedule: We support a work/life balance by offering compressed work (e.g., 9/80 or 4/10 workweek) and remote hybrid telework schedules for some positions subject to organizational needs and satisfactory performance. Annual Leave Redemption: After 14,560 hours of continuous service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months. Sick Leave: Full-time Regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods. Deferred Compensation: Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Health Plans: Full-time employees are given a flexible credit allowance of up to $26,626.98 annually to offset the purchase of medical insurance for you and your dependents.
Employee only - $463.99 per biweekly pay period; Employee plus one dependent - $834.32 per biweekly pay period; and Employee plus family - $1,024.11 per biweekly pay period.
Flexible Spending Accounts: Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses. Pension Plan: Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS. Holidays: 12 paid days per year which includes a scheduled floating holiday.Additional Benefits: Tuition Reimbursement, Disability Plans, Employee Assistance Program, Life Insurance, Wellness Program.
THE POSITIONS
Under general (I) supervision or direction (II), conducts site visits and provides in-person outreach and education; collaborates in a team environment on program development and implementation; researches, analyzes and interprets data to support solid waste management and compliance objectives; prepares written reports and informational materials; develops supported program and project recommendations for management consideration; partners with internal teams to interpret and apply state solid waste and household hazardous waste regulations; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS
Environmental Resource Analyst I (ERA I) is the entry-level classification in the job series and performs routine assignments that become increasingly complex over time. Environmental Resource Analyst II (ERA II) may act as project team leaders and program coordinators. Each succeeding step in the job series is expected to function at a higher level of individual initiative, creativity, self-direction and independent judgment.APPROXIMATE SALARIES
Environmental Resource Analyst I: $2,909.15 - $4,061.80/biweekly
Environmental Resource Analyst II: $3,178.26 - $4,460.22/biweekly
Requirements
Duties may include, but are not limited to, the following:
- Performs Tier 1 and Tier 2 edible food recovery site visits and delivers outreach and education to businesses to support compliance with SB 1383 requirements (Short-Lived Climate Pollution Reduction).
- Assists with data collection, analysis and reporting required under AB 939 (CA Integrated Waste Management Act), AB 341 (Mandatory Commercial Recycling), AB 1826 (Mandatory Commercial Organics Recycling) and SB 1383 (Short-Lived Climate Pollution Reduction).
- Coordinates neighborhood clean-up events, Household Hazardous Waste (HHW) collection events, special material collection (e.g. textiles, marine flares) events and compost/mulch distribution events for the public.
- Develops written and informational content for outreach materials such as flyers, brochures, newsletters, signage and advertisements and coordinates distribution; and maintains current and accurate content on PWA social media and public webpages.
- Reviews a variety of reports and applications including solid waste collection and disposal data, and Construction and Demolition Debris Recycling Program applications utilizing technology systems/programs; and provides guidance to assure completion/accuracy of reports/applications.
- Conducts outreach and education at community events, workshops and site visits to promote solid waste reduction, recycling and proper waste sorting practices.
- Responds and provides information to County employees, residents, representatives from other agencies and the public regarding the Integrated Waste Management Division’s (IWMD) plans, programs, projects, applicable ordinances, policies and procedures; and assists with public counter outreach.
- Performs other related duties as required.
Environmental Resource Analyst I and II are represented by the Service Employees International Union (SEIU) and not eligible for overtime compensation.
Qualifications
These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING and EXPERIENCE
Any combination of education and experience that has led to the required knowledge, skills and abilities.
This can be obtained by completion of a Bachelor’s degree in environmental science, public administration, engineering or a related field; AND at least one (1) year (ERA I) OR at least two (2) years (ERA II) of experience in solid waste management or household hazardous waste management.
Solid/household hazardous waste management includes: planning and/or operations associated with the reduction, handling, processing or disposal of solid/household hazardous waste.
A Master’s degree in environmental science, public administration, engineering or a related field may be substituted for one (1) year of the required experience. NECESSARY SPECIAL REQUIREMENTS
- Must possess and maintain a valid California driver's license;
- Some experience coordinating and managing events related to environmental education, public works or solid waste management; and
- Strong communication skills, both written and verbal. Skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
SUPPLEMENTAL INFORMATION
Work is performed primarily in an office environment with occasional visits to waste handling, processing and disposal locations or business sites throughout Ventura County; and incumbents may work events on an occasional Saturday in lieu of a regular scheduled workday.
KNOWLEDGE, SKILLS and ABILITIES
Some (I) to working (II) knowledge of: principles and practices of solid waste management including waste reduction, handling, processing, diversion, and disposal; federal, state, and local laws, regulations and policies relating to solid waste management such as AB 939 (CA Integrated Waste Management Act), AB 341 (Mandatory Commercial Recycling), AB 1826 (Mandatory Commercial Organics Recycling) and SB 1383 (Short-Lived Climate Pollution Reduction); research methods and policy analysis; intergovernmental and interagency relationships; and resource recovery and source reduction programs; solid waste management protection programs including the Covered Electronic Waste (CEW) recycling and Household Hazardous Waste (HHW) programs administered by the California Environmental Protection Agency (CalEPA) and the Department of Toxic Substances Control (DTSC).Some (I) to working (II) ability to: analyze organizational program problems and challenges; make sound recommendations; collect, analyze and interpret data; understand and apply relevant laws and regulations, program guidelines and policies; identify grant opportunities and prepare grant applications and materials; communicate clearly and concisely both orally and in writing; make and conduct effective public presentations; coordinate and manage events related to environmental education, public works or solid waste management; and conduct educational outreach; create and maintain effective working relationships with partners, stakeholders and the general public; effectively use provided technology and software programs such as GIS (Geographic Information Systems), CRM (Customer Relationship Management), solid waste tracking tools and Microsoft Excel, Word and Outlook; and work independently and collaboratively; and/or function as a program coordinator or project leader (II).

TRAINING and EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. ORAL EXAMINATION – 100%: A job-related oral examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
ELIGIBLE LIST: Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill present and future Regular (including Temporary, and Fixed-term), Extra Help and Intermittent vacancies for these positions (or similar positions) only.
