Summary

Full Job Description

This position is in Director's Office-Public Affairs Office at the Lexington Health Care System (LVAHCS) Bowling Campus, in Lexington, KY.

In this position you will serve as a public affairs specialist and will be responsible for developing, coordinating, and carrying out a sound public communications and engagement program to communicate agency policies, programs, services, and activities.

To qualify for this position you must possess at least one of the following: EXPERIENCE: Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a GS-11 Public Affairs Specialist and that is typically in or related to the work of the position to be filled.

Qualifying specialized experience includes: participating in day-to-day public affairs activities; serving as a facility spokesperson; responding to media inquiries; developing and managing internal and external communications, publications, etc.; briefing members of the general public, media, etc.; and coordinating special events, press conferences, etc.

NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

OR EDUCATION: Must have a successful completion of a Ph.D.

or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related which demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

OR COMBINATION OF EDUCATION AND EXPERIENCE: Must have an equivalent combination of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level.

Major Duties:

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Takes leadership in planning and coordinating an effective public information program LVAHCS.

Works closely with program managers and other Management Team (MT) members Writes, reviews, and edits news releases, canned releases, and feature stories about LVAHCS projects and programs.

Writes scripts for videos and manages the facility digital media platforms. Recommends communications approaches, form, style, and techniques to better align LVAHCS with the community.

Serves as PAO LVAHCS engagement coordinator. Establishes and maintains working relations with representatives of state, federal agencies, and public organizations.

Shares, develops, and produces information designed to educate and elevate LVAHCS' role in the community. Designs and develops external communication strategies and campaigns.

Designs and select appropriate permanent or portable displays and exhibits. Develops and prepares talks, slide presentations, information packages, and similar materials for distribution to LVAHCS.

Establishes and maintains contacts with news media representatives.

Provides advice and training to individuals on the use of equipment, writing articles, photography, and other communication techniques. Drafts talking points for employees to use in the community.
