Specialized Experience: One year of specialized experience which includes facilitate public affairs campaigns for the Blood Program through strategic community partnerships or educational outreach; manage blood drive scheduling to meet collection quotas; and provide operational support at blood drives, including donor pre-screening, administrative intake, or providing information to participants.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs, Communications, or Journalism.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

You will be evaluated on the basis of your level of competency in the following areas: Attention to Detail Customer Service Flexibility Integrity/Honesty Interpersonal Skills Learning Reading Comprehension Reasoning Self-Management Stress Tolerance Teamwork Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Major Duties:

  • Interpret and apply guidelines and regarding the handling of local issues and recommends new or revised procedures to the Armed Services Blood Program (ASBP) Blood Donor Recruiter Supervisor and Blood Donor Center (BDC) leadership.
  • Monitor and implement appropriate guidance and standards set forth by the FDA and the Association of the Advancement Blood and Biotherapy (AABB) to ensure the safest and most effective products for those in need
  • Plan, initiate, and implement comprehensive public affairs campaigns to enhance blood donor recruitment efforts for the BDC.
  • Coordinate efforts with the Armed Services Blood Program Division (ASBPD) and command Public Affairs/Marketing Offices to organize media coverage of special events.
  • Evaluate recruitment, collection and communication strategies, programs, and materials for effectiveness.
