The Construction Manager oversees residential rehabilitation projects funded through government-sponsored and City of Indianapolis programs, ensuring safe, code-compliant, timely, and cost-effective repairs and upgrades to owner-occupied homes.

This role involves managing multiple projects simultaneously, coordinating with contractors, inspectors, homeowners, and program staff to ensure timely and compliant project delivery.

Requirements Key Responsibilities

  • Manage the full construction cycle of residential rehab projects, from bidding through Certificate of Completion.
  • Interpret cost estimates, scopes, specifications of work, and bid packages for contractor solicitation and being able to convey to homeowners
  • Use software Rehab Spec (RHS) introduced by DMD to manage all aspects of project management, participant interactions/progress from program interest to final service delivery, updating milestone status at each step.
  • Manage the Contractor information for Licenses, Insurance etc ensuring timely updates in RHS.
  • Collaborate with program staff to ensure eligibility, funding limits, and documentation requirements are met.
  • Coordinate and supervise contractors, ensuring adherence to project specifications, timelines, and budgets.
  • Monitor construction progress through site visits, inspections, and regular reporting.
  • Resolve construction issues, initiate Change Orders, and homeowner concerns in a timely and professional manner.
  • Ensure compliance with local building codes, HUD regulations, and program-specific requirements (e.g., lead-safe practices, energy efficiency standards).
  • Maintain accurate project documentation, including contracts, permits, inspection reports, and invoice/payment records.
  • Maintain Contractor profiles for Insurance, Licenses and expiration dates in Rehab Spec
  • Promote safety and quality standards on all job sites.
  • Meet at least weekly with the Home Repair Team to discuss projects and progress – in person or telephone. Daily touch points with Manager.

Qualifications

Minimum Job Requirements and Qualifications

  • Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or related field preferred; equivalent experience considered.
  • Registered LLC owner preferred.
  • 5+ years of experience in residential construction or rehabilitation, with at least 2 years in a supervisory or project management role.
  • Knowledge of federal, state, and local housing rehab programs (e.g., CDBG, HOME, Weatherization, Lead Hazard Control) strongly preferred.
  • Familiarity with building codes, construction standards, and housing quality standards (HQS or UPCS).
  • Strong project management, communication, and organizational skills.
  • Proficiency in construction management software and Microsoft Office Suite.
  • Valid driver’s license and reliable transportation required.
  • Ability to communicate with homeowner clearly and concisely.
  • Certifications such as NSPIRE, Lead Renovator (RRP), OSHA 10/30, or ICC Residential Inspector are a plus. Additional Information Field-based role with frequent travel to residential job sites.

    Physical ConditionsMust be able to work in varying weather conditions and environments, including occupied homes.Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10) pounds.

    Tasks require the ability to perceive and hear sounds and see visual cues or signals. Tasks require the ability to communicate orally.
