Full Job Description

The St. Louis County Department of Transportation is seeking a Project Manager I, II, or III in the Operations Division. This position is responsible for the Traffic Studies section of Traffic Operations and works out of the District 2 Maintenance Facility in Maryland Heights.

The qualifications of the selected individual will determine whether the position is filled at level I, II or III. The starting salary range for each position is:


Project Manager I: $55,536 - $66,643
Project Manager II $64,188 - $77,022
Project Manager III: $68,993 - $82,784

Requirements

  • Evaluates the need for traffic control devices by applying traffic engineering policies and principles in conjunction with field operations.
  • Supervises employees by assigning work and providing technical expertise and instruction.
  • Documents the performance of employees and completes annual performance evaluations.
  • Prepares council reports, letters and memos.
  • Advises citizens via telephone/email on traffic matters.
  • Assists in annual budget preparation for Traffic Studies section.
  • Represents the Department in meetings with community officials.
  • Performs other duties as assigned.

Qualifications

Project Manager I: Candidates should possess a Bachelor's Degree in Civil Engineering, or related Engineering field from an ABET accredited school.

Progression to a Project Manager II will occur upon obtaining qualifications for the level II position.

Project Manager II: Candidates should possess a Bachelor's Degree in Civil Engineering or related engineering field and should have passed the Fundamentals of Engineering Exam (FE) and be registered as an Engineering Intern with the Missouri Board of Engineers, Architects and Land Surveyors.

Progression to a Project Manager III will occur upon obtaining qualifications for the level III position.

Project Manager III: Candidates should possess a Bachelor's Degree in Civil Engineering or related engineering field and should be a Registered Professional Engineer by the Missouri Board of Engineers, Architects and Land Surveyors; or a Registered Professional Architect by the Missouri Board of Engineers, Architects and Land Surveyors, and five years of practical experience.

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.

The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above.

Responses provided to the interview questions listed under the Supplemental Question heading of this posting will comprise 100% of the applicant's earned grade.

A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment.

Once questions are scored, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire.

Candidates have 3 days to complete the required questionnaire.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.

Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
