Project Manager I
The Department of Administration's Division of Enterprise Applications is seeking an experienced Project Manager I to join our team.
We are in growth mode, and it is an exciting time to be a contributing member to SC Enterprise Information System (SCEIS)!
SCEIS is the backbone of our business processes, and ultimately empowers decision makers to improve government for the citizens.

As a Project Manager for our team, you will follow project management best practices setting the stage for successful project implementations.
You will provide project management planning, direction, expertise, risk assessment, and support for the SCEIS Functional and Technical Teams and the SCEIS Project Management Office.
This position is onsite in Columbia, SC.
Responsibilities of the Project Manager I:- Develop and maintain project plan/charter, project schedule/key milestones, communication/training plans and other key artifacts.
- Support the SCEIS Enterprise Project Management Office projects by preparing and monitoring critical project documents, plans and deliverables.
- Map business processes, workflows, develop business requirements, and design (blueprint).
- Schedule and facilitate project meetings such as Agile Scrum Sprint Planning, Daily Standup, Sprint Review, Sprint Retrospective and Backlog Refinement meetings, working sessions and conference calls.
- Update project plans/logs and track open items and key decisions to completion.
- Develop and review status reports and document project accomplishments, risks and issues.
- Report project status to Enterprise Project Manager, stakeholders/sponsor(s) and steering committee/division leadership.
- Prepare and manage project change requests and related updates to schedule, scope, and budget.
Requirements
- A bachelor's degree in project management, business administration, computer science or a relevant field and a minimum of four (4) years of work experience specific to project planning and management.
Additional Requirements:- Provide leadership, project management, and planning skills to support the Enterprise Project Manager, team functional leads, and division leadership of assigned projects from inception through completion.
- Strong knowledge of Project Management Institute (PMO) project management best practices and experience with agile and waterfall methods.
- Ability to create and manage detail project schedule(s) and ensure project deliverables, milestones and required tasks completed as planned.
- Ability to effectively plan and organize work activities and prioritize task completion to meet schedules and deadlines.
- Ability to assign appropriate priority to work activities based on organizational goals and situational priorities.
- Ability to make presentations and prepare reports for project stakeholders and sponsors.
- Good written/verbal communication/facilitation skills at all organizational levels.
- Ability to identify potential problems and determine/recommend and implement a risk mitigation strategy.
- Ability to manage work and provide guidance to employees.
- Basic knowledge of capabilities and intricacies of information systems and software development life cycles.
- Position may be required to work evenings and weekends.
- Position may be required to report to work during emergency situations.

Qualifications
- Prior experience managing medium to large Enterprise Resource Planning system implementation and migration projects is preferred
- Project management certification (PMP or other PMI certification) desired.
- Agile Scrum certifications or experience is desired.
- Management of backlogs and work items with DevOps tools is a plus.
- Management of project schedules in Microsoft Project is desired.
