Full Job Description

Asset Manager

The Department of Administration's (Admin) Office of Technology and Information Services (OTIS) is the state’s central provider of IT services to state government agencies.

We are looking for an experienced Asset Manager to drive efficiencies and support security processes within Admin and for the agencies we serve.

This position will serve as the primary point of contact and subject matter expert for OTIS’ Asset Management program.

This position will be responsible for executing the Asset Management program’s processes, procedures, and for tracking, validating, updating, and maintaining OTIS’ asset records, including the OTIS configuration management database (CMDB).

This position will coordinate with other individuals within the OTIS operational teams, Division of Information Security personnel, and agency points of contact who are assigned inventory control duties to ensure security and financial practice compliance with the state’s regulations, policies, standards, and procedures.

This position will play a key role within OTIS’ overall IT governance processes while also consistently supporting core business functions.


This position is onsite in Columbia, South Carolina.


Responsibilities of the Asset Manager:

Execute the agency's asset management program and various IT asset administration duties related to the organization's information technology assets.

Coordinate asset management tasks with Admin business units in order to maintain accurate records and to secure both equipment and data in accordance with established procedures and compliance requirements.

  • Coordinate with OTIS offices and Admin finance and procurement in the conduct of asset purchases, tracking shipments, and receiving and tagging assets. Coordinate deaccessioning of surplus property with the appropriate asset owner, and destruction of sensitive materials.
  • Provide input, advice, and recommendations to the asset management points of contact of each area on issues related to the division's assets in accordance with agency policies, standards and regulations.
  • Administer systems for tracking IT asset life cycles, inventory management, and maintaining information related to IT asset inventories.

    Ensure accuracy of IT asset management records maintained/received from business units. Create, revise, and maintain all necessary documentation including the formal book of record for Admin IT assets.

    Ensure that management of all assets and activities are fully compliant with the required security, privacy, and operational policies and defined standards, or regulations.

    Perform all work in accordance with OTIS security and operational policies in order to properly secure the data and systems placed into the employee's trust.

    Participate in audits and assessments as required.

  • Maintain asset management expertise and familiarity with accepted best practices through self study, professional journals, or participation in professional forums.
  • Requirements

    • A bachelor’s degree and relevant experience in IT asset management. Relevant experience may substitute for the bachelor's degree on a year-for-year basis.
    • Knowledge of applicable internal and/or external regulatory laws, policies, standards, procedures and controls, specifically in connection with the practice of IT Asset Management.
    • Ability and experience with basic IT software tools such as Microsoft Office.
    Additional Requirements:
    • Must have knowledge of asset management, information technology and compliance policies, standards, or regulations and best practices associated with asset management.
    • Ability to analyze, ability to establish and maintain effective working relationships.
    • Strong verbal communications and written skills with ability to compose clear concise reports, documents and correspondence.
    • Must develop and maintain knowledge of Agency mission, goals and objectives.
    • Must have advanced level skills with common business software such as Microsoft Office products and asset management tools utilized by the agency.
    • Ability to establish and maintain interpersonal relationships.
    • Ability to use relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards.
    • Ability to analyze data and information in making decisions and solving problems.
    • Maintain CJIS certification. Must be willing to submit to periodic background checks.
