The Opportunity

WSDOT is seeking a skilled specialist to support the Rail, Freight, and Ports Division in delivering state and federally funded capital projects through the application of advanced project development and project management expertise.

This position will ensure alignment with agency priorities, policies, and safety standards while providing expert coordination, contract administration, scheduling, and quality verification with minimal supervision.

The role is critical to the successful delivery of grants, loans, and legislative-funded projects, requiring strong collaboration with internal teams and external partners, adherence to federal and state compliance requirements, and the ability to evaluate complex project elements and recommend effective solutions.

Our top candidate will possess expertise in capital project delivery, grants and contract management, regulatory compliance, and demonstrate sound engineering judgment, and analytical problem-solving.


What to Expect

Among the varied range of responsibilities held within this role, the Project Coordinator will:

  • Develop and update project scopes of work, schedules, budget, cost estimates, project, quality & risk management plans, program documents, consultant support services and project status reports.
  • Lead coordination with internal and external partners by applying structured communication protocols and accountability frameworks to maintain alignment on project scope, schedule and deliverables.
  • Exercise independent engineering judgement.
  • Review and analyze complex elements, plans and contract requirements.
  • Develop agreements and amendments while ensuring compliance with the Divisions Standard Operating Procedures.
  • Resolve agreement language and requirements with all partners and the Division’s Contracts and Federal Compliance Manager.
  • Independently schedule, travel and perform field inspections of statewide rail construction projects.
  • Ensure all grants, loans or legislative line item projects align and support RCWs.


Qualifications

To be considered for this opportunity, the following competencies are required:

Regulatory Compliance & Technical Standards

  • Skills and demonstrated ability to interpret and implement AREMA standards in engineering, maintenance-of-way, and construction activities.

Construction & Contract Management

  • Knowledge of construction practices and contract administration.
  • Experience reading and understanding construction plans and specifications.
  • Experience developing and managing legal contracts and agreements.
  • Experience managing contracts, including scopes of work, financial data, schedules, and deliverables.

Federal Grants & State Contract Agreements Expertise

  • Expert knowledge of understanding federal grant application processes, federal grant administration and oversight, agreement administration, and managing federal and state grants through completion.

Communication & Engagement

  • Experience communicating, negotiating, and partnering with internal and external partners.
  • Demonstrated ability to provide clear, concise written and oral communication.

Project & Program Management

  • Experience in delivering complex projects on time and on budget.
  • Experience developing, reviewing, and providing quality oversight of schedules, budgets, risk identification, and estimates.
  • Experience strategically thinking and planning and familiarization with strategic plans and planning processes.

Growth Mindset

The following qualifications are also required:

  • Maintain a valid driver’s license and the ability to operate state-owned vehicles.
  • Ability to travel to project sites, meetings and workshops as needed.


It is preferred that qualified candidates also demonstrate:

Technical Expertise

  • Experience with freight rail, railroad track design, inspection, and safety standards.

Project & Program Delivery

  • Demonstrates working knowledge of invoices and other financial documents and provides written comments within assigned timeframes.
  • Skills to effectively manage and monitor project-level budgets.
  • Knowledge and ability to implement WSDOT Managing Project Delivery tools to successfully deliver projects on time and within budget; administer WSDOT contracts, policies, and guidelines.

Leadership, Collaboration & Team Development

  • Experience building and sustaining effective teams, leading change processes, and evaluating and implementing process improvements.
  • Experience forming partnerships with external stakeholders, including railroads, ports, local agencies, and community groups.


The following qualifications is also preferred:

  • Licensed as a Professional Engineer in Washington State.
