Summary

Key Requirements

The Tax Division is seeking an experienced application developer to join its I.T. Division. The chosen candidate will act as a team leader and technical expert and may perform some supervisory duties.

At the expert level, the chosen candidate will work with other developers, vendors, analysts, and end users in the configuration and implementation of Tax-specific applications including the integrated tax system (GenTax), property tax systems (Integrated Assessment System), and their interfaces.

Examples of work include but are not limited to:

  • Receives requests for new systems and modifications to existing systems; uses expertise to estimate the cost and time needed to fulfill the request and provide the best solution.
  • Assists I.T. upper management in establishing standards and methodologies for analysis.
  • Acts as a technical advisor and trains other developers/analysts in complex programming and analytical techniques.
  • Plans projects including time and resource requirements; allocates staff, assigns tasks, reviews progress, and reviews work upon completion.

    Ensures procedures have been followed through established testing requirements and reviews assignments prior to approving completed work for implementation in production environments.

  • Writes code in visualbasic.net, asp.net, and SQL, and the GenTax tool sets, and oversees other developers engaged in same.

Performs related work as required. An irregular work schedule may be required.

The successful candidate must be experienced with asp.net, visualstudio.net, and SQL, and using relational databases such as SQL and Oracle as it pertains to using query statements for extracting ad hoc datasets.

Experience with extensible markup language (XML) and XML Schema Preparation is desirable.

Employment requires a fingerprint-based criminal-background check to be provided at the West Virginia Tax Division’s expense.

Failing to initiate the process or cooperate with this process, providing false or incomplete information, or discovery of disqualifying information will result in denial of, or dismissal from, employment or denial of transfer irrespective of when discovered.

Qualifications

Training: Bachelor's degree from an accredited college or university in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering.
OR
An Associate degree from an accredited college, university or business school in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering and eighteen months of full-time or equivalent part-time paid computer programming experience in one or more programming or data base languages.
Substitution: Three years of full-time or equivalent part-time paid computer programming experience in one or more programming or data base languages may substitute for the required training.

Experience: Seven years of full-time or equivalent part-time paid experience in programming, system design and analysis work with multiple programming or data base languages.
