The Program Support Assistant is responsible for staff and operations in the South Texas Veterans Health Care System (STVHCS) Environmental Management Service (EMS).
They perform clerical support duties in for the Laundry Operations Specialist and their subordinate staff.
This position is located at the Kerrville VA Medical Center - 3600 Memorial Boulevard, Kerrville, TX 78028-5768 To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Skill in using a variety of office automation products (i.e., word, excel, power-point, outlook, etc.) in order to produce a variety of documents (i.e., spreadsheets, letters, reports, memoranda, scorecards, and emails) in a variety of formats; Uses the Veterans Health Information & Technology Architecture (VistA) to access information in the Medical Center Computer System; Uses Computerized Patient Record System (CPRS) to obtain data necessary for records processing..
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school.
This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.
One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
(TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have a combination of specialized experience and education beyond the first 60 semester hours (i.e., beyond the second year).
Only education beyond the second year is creditable toward meeting the specialized experience requirement.
One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (TRANSCRIPT REQUIRED).

Physical Demands: The work is mostly sedentary. Typically, the employee may sit comfortably to do the work.
However, there may be some walking, standing, bending, and carrying of light items like papers or books.
Incumbent must have adequate eyesight for reading and hand dexterity to allow for operating computer terminals.
This position may require travel to STVHCS Kerrville Campus (KC), Northwest Health Care Clinic (NWHCC), and surrounding areas. Major Duties:
Major duties include but are not limited to: Prepare the agenda, request and prepare all handouts, distribute committee packets, and take minutes and prepare reports for any monthly EMS meetings.
Independently create memos for EMS as directed by the Administrative Officer, Assistant Chief and Chief of the Service, while tracking and maintaining memos through digital dashboards and file keeping, as necessary.
Communicate and treat customers (patients, visitors, volunteers, and all Medical Center staff) in courteous, tactful, and respectful manner.
Provide general clerical mail and correspondence services such as preparing a variety of recurring reports that relate to EMS, reviewing outgoing correspondence for proper attachments, or consolidating/coordinating/submitting information.
Serve as the alternate timekeeper for the service.
Provide EMS real time bed status and bed cleaning requirements, participates in daily huddles with flow coordinators to review and project bed cleaning requirements for the day, discharges, movements, and prioritizes bed cleanings based on anticipated demands.
Function as an alternate Automated Data Processing Application Coordinator (ADPAC) tracking and facilitating staff adherence to recurring personnel suspense's required as a condition of employment, or necessary for work, such as annual PPD testing (purified protein derivative tuberculosis testing), and PIV badge and Public Key Infrastructure (PKI) access renewals.
