The Program Support Assistant serves as the Program Support Assistant (PSA) providing comprehensive administrative support to Community Care.
This position reports directly to the Supervisory Program Analyst (SPA).
The PSA is responsible for various functions, including AI-driven data analysis to enhance program efficiency, VATAS timekeeping, and using the HealthShare Referral Manager (HSRM) and Consult Tracker Manager (CTM) for managing referrals and consults.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS6 position you must have served 52 weeks at the GS5. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS5 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Specialized experience for the Program Support Assistant position involves providing high-level administrative support within a healthcare environment, specifically for programs like VA Community Care and the Veterans Choice Program.
This includes proficiency in managing a variety of clerical tasks such as completing memos, reports, and meeting minutes, as well as maintaining competency folders and serving as a primary timekeeper.
Candidates must demonstrate skill in data collection and the use of qualitative and quantitative analytical methodology to evaluate program compliance and performance metrics.
Additionally, the role requires experience coordinating medical records and peer review programs, managing a high volume of controlled correspondence, and communicating effectively with a diverse audience, including Veterans and community providers.
Technical expertise in using specialized healthcare systems like CPRS and VISTA, along with standard Microsoft Office software, is essential for performing studies, analyzing trends, and improving administrative processes.

Major Duties:
Program Support Assistant (GS-06) The Program Support Assistant (PSA) provides comprehensive administrative and technical support for the Community Care Service.
This role serves as a central hub for communication between leadership, clinical staff, and Veterans to ensure timely access to healthcare services.
Major Duties & Responsibilities - Administrative Operations: Provides direct support to the Service Chief; manages calendars, screens communications, and prepares complex memos, reports, and PowerPoint presentations.
- Timekeeping & Personnel Support: Serves as Primary Timekeeper using VATAS; functions as an ADPAC by managing computer access levels, deactivating accounts, and briefing staff on security protocols.
- Data Analysis & Reporting: Collects and analyzes data from systems like VSSC and Corporate Data Warehouse to track quality care measures, provider performance, and workload trends.
- Program Coordination: Manages high-volume controlled correspondence and congressional inquiries; researches cases to develop action plans and formal written responses.
- Project Management: Leads special projects including quarterly compliance audits, process improvement for data sharing, and redeveloping strategic business plans to meet changing VA regulations.
- Clinical Support Coordination: Monitors and triages clinical consults to ensure appointments are scheduled within mandated timeframes; coordinates Medical Records and Peer Review programs.
- Financial & Supply Support: Manages supply ordering and tracks expenditures to ensure the service remains fully equipped for daily operations.
Qualifications / Specialized Experience - Technical Proficiency: Expert-level use of Microsoft Office (Excel, Word, PowerPoint) and VA-standardized software to manage spreadsheets and databases.
- Analytical Skill: Ability to apply qualitative and quantitative methods to evaluate program effectiveness and resolve administrative issues.
- Communication: Proven ability to handle complex customer service interactions with Veterans and community providers, resolving conflicts with a focus on patient satisfaction.
- Information Security: Strict adherence to privacy regulations and HIPAA guidelines to safeguard sensitive patient and staff data.
