The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill the Comprehensive School Counseling Program Supervisor role.

This full-time position is based in Olympia, Washington. This position is required to be in person three days a week during the onboarding process.

Once onboarding is complete, the position may be eligible for limited telework. Telework is a combination of in-building and off-site days.

Position Overview

This position resides within the Pathway Preparation and Title Programs (PPTP) division at the Office of Superintendent of Public Instruction (OSPI) and reports to the Director of Graduation and Pathway Preparation.

The Comprehensive School Counseling Program Supervisor will advance OSPIs priorities and strategic goals by supporting districts to plan, develop and implement a K–12 comprehensive school counseling program (CSCP) based on the ASCA national model, with a primary focus on the K–8 years.

They will provide programmatic expertise and develop content consistent with policy implementation and agency expectations.

Additionally, the position supports district-level leaders and other education partners in the planning, coordination, and development of programmatic content to be delivered to school counselors and other CSCP staff.

With other OSPI colleagues, this position work to align professional training and technical assistance between K–12 school counseling, high school and beyond planning (HSBP), mental and behavioral health, social-emotional learning (SEL), and Integrated Student Supports (ISS) staff.

This position will build and implement a workplan that makes progress on three primary strategic goals for the agency:


- Equitable Access to Strong Foundations, that increases student access to and participation in high-quality early learning and elementary by amplifying and building on inclusive, asset-based policies and practices.


- Learner-Centered Options in Every Community, providing all students with access to challenging coursework, culturally responsive and anti-racist curriculum, and pathways to graduation and beyond that meet their unique interests.


- A Committed, Unified, and Customer-Focused OSPI, supporting school districts through consistent, timely, and meaningful funding and supports that center the needs of students.

Agency operations are unified in facilitating services and resources in alignment with the commitments in our strategic goals.


Key Responsibilities

Program Management

With the Secondary School Counseling Program Supervisor, co-lead, -plan, -facilitate and -evaluate efforts to increase measurable and systemic implementation of the ASCA national best practice model for CSCPs aligned with Senate Bill 5030, House Bill 1664, Washington’s SEL standards & MTSS frameworks and other applicable statutes.

Key responsibilities include, but are not limited to:


  • Support districts to implement K-12 CSCPs that are focused on closing opportunity gaps, maintaining high expectations for all students and educators, engaging with families, accessing other education partners to support students’ postsecondary goals, and promoting racial, social and economic equity.
  • With the Secondary School Counseling Program Supervisor, co-develop an annual plan for delivering professional training on CSCP/HSBP best practices and policy updates via webinars, regional and statewide workshops/conferences, and virtual networks
  • Facilitate the development and delivery of K–12 vertically aligned resources, guidance, communications and professional training, ensuring a strong Tier 1 K–5 foundation across all three domains to support students’ secondary education experience and postsecondary goal attainment.

    Ensure the development of all resources is centered on diversity, equity, inclusion and belonging.

  • Provide relevant, timely and responsive resource development and technical assistance for internal and external customers, especially for K-8 school counselors and related partners.
  • Analyze proposed policy changes to provide feedback to agency’s Government Relations team, assist with development of policy changes and funding requests to support agency/division/program priorities, ensure timely completion of all annual legislative processes (bill analyses, bill implementation plans, fiscal notes, proviso reports, etc.) and provide relevant communication, guidance and PD related to legislative changes, as needed.
  • Engage in meaningful data analysis via SchooLinks, OSPI Report Card and surveys; use data and stakeholder feedback and identify opportunities for improvement and inform future training and resource development.
  • Facilitate regular updates to relevant OSPI webpages and via the CSCP listserv to support the program and provide time-sensitive communications to address programmatic/policy changes or immediate challenges. Analyze data reports to examine effectiveness.
  • Support the design and implementation of tools and surveys for stakeholder feedback and evaluation.
  • Project planning and management for major bodies of work, including identification of key activities and projects, anticipated timelines, administrative support components and key communications.


Program Leadership and Collaboration

  • Serve as the school counseling team's liaison to the WA School Counselor Association (WSCA) in support of CSCPs and HSBPs. Serve as the liaison to ESD staff supporting CSCPs, when identified and engaged in supporting regional school counselors.
  • Co-develop/-design instructional materials for HSBP Scope & Sequence Indicators in SchooLinks, primarily specific to MS; support data analysis and outreach efforts to middle schools related to HSBP implementation inequities.
  • Inform and co-develop resources, communications and PD for middle school counselors to empower the implementation of best practices & data analysis for HSBPs as part of a CSCP.
  • Partner with colleagues to improve alignment of related PD and resource development in content areas tied directly to CSCPs/HSBPs/SEL, especially those that strengthen K–5 program areas, including but not limited to, family engagement, social-emotional skill development, and access to academic rigor and support.
  • Identify and clearly communicate information in a timely way that helps build connections and fosters collaboration among agency staff, K-12 administrators, higher education partners and other stakeholders.
  • Foster and support the organization’s diversity, equity and inclusion goals by:
    • Maintaining the highest standard of personal, professional, and ethical conduct.
    • Researching, developing, recommending, and executing creative strategies to evaluate and improve systems and processes through an equity lens, aligned with the organization’s antiracist and DEIB objectives.
    • Supporting a safe, fair and professional work environment


Required Qualifications:

  • Bachelor's degree in education with school counseling certification.
  • A minimum of three years of experience working in K–8 school counseling.
  • Demonstrated experience supporting the implementation of a comprehensive school counseling program (CSCP) or demonstrated understanding of the American School Counselor Association (ASCA) National Model for School Counseling.
  • Experience developing curriculum, instructional materials, or other resources used to support CSCP implementation.
  • Experience building, participating in, facilitating and leading collaborative teams and partnerships with diverse groups of internal and external stakeholders representing different perspectives and interests.
  • Experience using data to analyze and inform practice and assess effectiveness related to student outcomes and program fidelity.
  • Evidence of ability to communicate effectively in both written and verbal forms, including public speaking to large groups.
  • Demonstrated commitment to supporting anti-racist objectives and using data to address persistent opportunity gaps.


Desired Qualifications:

  • Knowledge of and experience with implementation of multi-tiered student support programming.
  • Specific knowledge of the Washington Social-Emotional Learning standards and benchmarks.
  • Strong commitment to Washington state public education and the principles of trust, teamwork, collaboration, and customer service.
  • Experience with successful oversight and accountability for accurate and high-quality project completion within expected timelines.
  • Experience operating within a budget, which may include budget planning, managing contracts, or grant management.
  • Knowledge of strategies to integrate social emotional learning in elementary classroom instruction.
  • Skills in management practices, providing professional staff development, program planning, as well as individual and group decision making strategies.
  • Knowledge of culturally responsive, equity-based and anti-racist approaches to education.
  • Demonstrated project management experience including the ability to effectively manage and complete multiple projects at the same time within expected deadlines.
  • Technical writing skills to support drafting of legislative reports, statewide guidance and policy changes.
  • Experience working and collaborating with state, regional, and local education agencies.


CompensationThe annual compensation for the position is $84,914 - $99,900 per year and depends upon experience, educational background and qualifications.

Geographic differentials may be applied based on work location of successful candidate.
