Environmental Health and Safety Service is recruiting for a well-qualified Program Specialist (Controlled Substance Coordinator).
This position will be within the Dayton VA Medical Center, Dayton, Ohio, serving as a Program Specialist providing program support to the Environmental Health and Safety Service.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/11/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Experience managing projects and developing programs with responsibility for data collection, management, and reporting and experience developing policies, reports and correspondence.
OR, Education: (TRANSCRIPT REQUIRED) - Applicants may substitute graduate education for the required experience. To qualify based on education for this grade level, you must possess Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Physical Requirements: The work is generally sedentary with some visits to worksites requiring walking and standing, especially when conducting an inspection.
Some bending, stooping, and carrying light items such as paper, binders and medical charts is required.
Keyboarding, communications, either by telephone or in person, filing and record keeping are the principal activities. The work is performed in a typical office setting, possibly shared office.
The office will be within the physical structure of the hospital or one of its surrounding structures as well as Community Based Outpatient Clinics (CBOCs).
The work area is usually adequately lighted, heated, and ventilated.

Major Duties:
Duties include, but are not limited to: Providing project management and programs development. Overseeing and directing all budget-related issues.
Managing, assessing, implementing, and tracking various programs and projects.
Developing programs to ensure that quality provisions are planned, developed and implemented to identify, prevent and correct unsatisfactory conditions and elements.
Designing studies, training programs and organizational strategies for identifying opportunities to improve customer service and the quality process.
Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Monitoring compliance with program regulations.
Gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations.
Developing and implementing procedures for data collection and management. Identifying and developing methods for qualitative interview and focus groups.
Developing policies, guidelines, and procedures. Preparing reports and correspondence. Determining priorities and overall project needs. Planning work to be accomplished by subordinates.
Evaluating work performance. Identifying and arranging for development and training needs. Performing other related duties as assigned.
