Full Job Description

The primary purpose of the position is to serve as a Program Specialist for Bed Management Solutions (BMS) within the Clinical Command Center.

The incumbent is responsible for supporting the organization by ensuring the integrity and accuracy of information in Bed Management Solutions and resolving discrepancies as appropriate.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/24/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07, and For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience~GS-09: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Specialized experience includes: experience with hospital operations, patient admission/discharge process, and bed management best practices; providing a high degree of support to a director/manager of a complex program; managing the administrative functions and coordinating workload within a large organization associated with bed management and patient flow and the relationships of these activities to other clinical and administrative support functions; analyze and evaluate methods and techniques to issues and studies concerning the efficiency and effectiveness of bed management operations and related administrative support functions; ensuring program compliance with policy and regulations; and implementing process improvement initiatives.

NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

~OR~ Education: Successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B.

or J.D., in a related field of the position to be filled.

Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

~OR~ Combination: equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.

Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level.

Specialized Experience~ GS-11: I possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as a Patient Representative/Advocate.

Qualifying specialized experience includes providing customer service to patients and staff with resolving problems or complaints; identifying problem areas and suggesting solutions or alternatives; explaining policies and procedures; keeping accurate records and preparing reports and/or written correspondence; collaborating with facility staff to improve the patient experience.

NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

~OR~ I successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D.

degree, LL.M., or equivalent doctoral degree in the related field of the position to be filled.

The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

~OR~ I possess an equivalent combination of successfully completed graduate level education (beyond the first 2 years) and specialized experience as described above to meet total experience requirements.

Major Duties:

Serves as the gatekeeper for Bed Management Solutions, reviewing and granting access in accordance with assigned functional categories.

Ensures the integrity and accuracy of Bed Management Solutions data sources and manages and updates related SharePoint content.

Provides training and guidance to staff in the use of Bed Management Solutions and provides high-level support in the implementation and ongoing management of Bed Management Solutions functionality.

Monitors and reports outcomes related to Bed Management Solutions and prepares routine and ad hoc reports for leadership.

Coordinates and takes minutes for Bed Management Solutions-related meetings, tracks action items, and follows up on completion.

Plans and coordinates workshops and/or events related to bed management and patient flow and creates and delivers presentations as needed.

Researches and recommends new or revised practices and procedures in support of Bed Management Solutions activities.

Acts as a resource person in interpreting and suggesting updates to existing policies and procedures that impact Bed Management Solutions.

Plans, schedules, and conducts analytical projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of Bed Management Solutions operations and related patient flow processes.

Analyzes and evaluates collected data to identify trends, variances, and opportunities for improvement, with particular attention to the utilization of staff, beds, and other program resources in meeting established goals and objectives.

Reviews information from multiple data systems and applies standard analytical techniques, such as statistical process control charts, control limits, XMR charts, and other quantitative methods and adapts qualitative and quantitative analytical techniques and evaluation criteria to measure and improve program effectiveness and organizational productivity in bed management and patient flow.

Conducts computer-based analytical projects as assigned by leadership relating to data capture, process performance, and resource utilization.
