Full Job Description

The Iowa Department of Agriculture and Land Stewardship (IDALS) is seeking a Program Planner 2 to support the Iowa Board of Veterinary Medicine (IBVM), a critical regulatory body that protects animal health, public safety, and professional standards across Iowa.

In this role, you will help ensure that veterinarians and veterinary technicians practicing in Iowa meet licensing standards that safeguard animal welfare, agricultural industries, and the citizens who rely on them.

What You’ll Do

Licensing & Program Administration

  • Review veterinarian and veterinary technician applications for completeness and compliance
  • Maintain accurate licensing databases and records
  • Ensure licensing standards are met prior to issuance of licenses or registrations
  • Respond to daily inquiries from licensees, stakeholders, and the public

Board & Case Coordination

  • Provide administrative and program support to the Iowa Board of Veterinary Medicine
  • Assist with tracking and facilitating Board cases and regulatory processes
  • Prepare required reports and maintain program documentation


Stakeholder Engagement

  • Work regularly with veterinarians, veterinary technicians, industry partners, and agency staff
  • Communicate program information clearly to diverse audiences
  • Support collaboration between the Board, animal industry professionals, and state leadership

Program & Grant Support

  • Assist with administration of the federal umbrella grant
  • Coordinate and process autogenous vaccine requests with vaccine manufacturers
  • Support program compliance with applicable state and federal regulations

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Six years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
2) All of the following (a and b):
a. A total of four years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
b. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
3) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Program Planner 1.
