The ACC/Delivery Systems Division within the Cost Control and Quality Improvement (CCQI) Office is responsible for
the design, administration and oversight of the Accountable Care Collaborative (ACC) program, Enrollment Broker
services, and other population health and administrative programs.
Within the Delivery Systems Division, the Program Operations Section (POS) efficiently manages the Regional
Accountable Entities (RAE), the Enrollment Broker (EB), and the eConsult work, and programmatic system performance as a part of ACC Phase III.
Within the POS, the Program Operations Unit (POU) is responsible for RAE and stakeholder relationship building, performance oversight, and contract management. POU will work closely with the Program Management Section (PMS), Data Analytics Section (DAS), Decision Support Systems (DSS), and any other Department staff necessary to achieve the goals of the ACC program.

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements.

Depending on the business need and description of the position, we have options that range from fully remote, hybrid, to full-time in the office.

Requirements


•Serves as the staff authority for project management and Accountable Care Collaborative (ACC) strategic priorities tracking in the ACC Delivery Systems Division. Monitors status, timelines, risks, and dependencies across ACC initiatives.
•Designs, implements, and maintains division-wide project tracking systems using Smartsheets and other project management tools.
•Collaborates closely with members of the ACC team to track recurring and ongoing projects on ACC key initiatives for monitoring and oversight.
•Bridges strategy and operations by translating high-level ACC goals into trackable project plans, measurable milestones, and coordinated implementation workflows. Ensures alignment of operational work with Department and Division strategic priorities.
•Informs leadership decision-making through structured reporting and analysis.
•Implements policy changes required by the ACC’s evolving program.
•Responsible for administrative management of ACC Performance Measurement and Member Engagement Program Improvement Advisory Committee.
•Manages the RAE contracts and the ACC program operations.
•Works with DSPI and other Department sections to implement the ACC.
•Tracks and reviews Regional Accountable Entities (RAE) deliverables.
•Tracks and assesses performance and compliance of RAEs.
•Collaborates with ACC program specialists to ensure RAE performance.
•Ensures consistency across RAE financial review, enrollment and attribution data and reported interventions.
•Improves alignment between the ACC and other programs and payers.
•Bridges policy and program design with operations.
•Troubleshoots technical operations issues related to contract monitoring and oversight.
•Implements quality control processes around work products developed in areas related to member and provider enrollment, attribution, and payment.
•Manages relationships with RAEs and other external stakeholders.
•Communicates verbally and in writing with internal and external partners.
•Develops project plans and processes for complex operations.
•Works with RAEs to understand provider network and relationships.


Qualifications

MINIMUM QUALIFICATIONS:

Experience Only:
  • Seven (7) years of specialized experience in creating and leading project management complex assignments, and creating and implementing project tracking systems, or relevant experience in contract management or an occupation related to the work assigned to this position.

OR

Education and Experience:
  • Bachelor's Degree in Public Administration, Health Policy, Public Health, Health Services, Health Care Administration, or a related field , and 3 (three) years of specialized experience in creating and leading project management complex assignments, and creating and implementing project tracking systems, or relevant experience in contract management or an occupation related to the work assigned to this position.

Preferred Qualifications

  • Prior state experience related to the duties of this position.

  • Masters degree in Public Administration, Health Policy, Public Health, Health Services, Health Care Administration, or a related field.

  • Experience working in Medicaid or Managed Care.

  • Experience and knowledge of Smartsheets, specifically project management using Smartsheets.
