Job Summary
The Program Manager of Stormwater Assets is responsible for overseeing the management and maintenance of all stormwater infrastructure, including culverts, levees, dams, pipes, inlets, and related assets.
This includes maintaining incident and emergency action plans for two state regulated high hazard dams, United States Army Corps of Engineers (USACE) levee oversight and coordination, and oversight of both FEMA accredited levees and the City’s Flood Response Plan.
This role also involves developing and implementing comprehensive asset management programs to ensure the long-term sustainability and functionality of stormwater systems.
This position will coordinate closely with various departments, including DPW Operations and the planning of Capital Projects to prioritize and address drainage issues, optimize maintenance schedules, and allocate resources effectively.
Additionally, the position will be responsible for receiving, analyzing, and assigning drainage complaints for resolution, ensuring that all activities align with departmental goals and regulatory requirements.
Decisive and independent judgment is crucial to determine the maintenance and repair of existing stormwater assets.

Minimum Job Requirements and Qualifications
This position requires a Bachelor's degree in Civil Engineering or related field and a minimum of ten (10) years of experience in project and/or asset management.
Preferred Job Requirements and Qualifications
A Master's Degree in Civil Engineering or related field, and/or a Professional Engineering (PE) License is preferred. Experience working with public agencies and managing staff is also preferred.
