This is position is located in BabyNet - Central Referral Team (CRT), Richland County.
This is an in-office role and not a telecommute or remote position.

Are you the One? We are looking for a Program Manager I (EEMS BabyNet Referral Data Manager) who, under the limited supervision of the Program Manager II, serves as a manager of the BabyNet Eligibility Central Referral Team providing leadership and strategic direction for the Supervisors, Scheduling, Data, Administrative, and Escalations functions, while offering indirect supervision to local BabyNet Eligibility offices statewide to ensure timely, compliant processing of all BabyNet eligibility referrals. Provides educational guidance and pubic awareness to providers, community and colleagues in an effort to identify and address gaps and barriers in early intervention and the BabyNet Eligibility program, in collaboration with the BabyNet Policy team.
  • Provide strategic and operational support to Central Referral Team Supervisors—offering training, guidance on escalations, troubleshooting assistance, and performance coaching—to ensure effective team management and consistent adherence to BabyNet standards.
  • Establish priorities and sets clear expectations for the BabyNet Eligibility Central Referral Team, including Supervisors, Scheduling, Data, Admin, and Escalations.

    Monitor individual and team performance on a daily, weekly, and monthly basis against established CRT standards. Continuously review processes to ensure ongoing compliance with IDEA regulations.

    Collect, analyze, and report on key program metrics to demonstrate the effectiveness of referral workflows and process-improvement initiatives.

    Oversees the timely and accurate processing of referrals in compliance with IDEA federal regulations.

    This role ensures the implementation and monitoring of team performance standards in alignment with policies and guidelines.

    The manager provides ongoing performance feedback, supports staff development, and leads process improvement initiatives to enhance service delivery.

    Provides high-level support to the BabyNet Eligibility Program Manager, contributing to the effective operation and oversight of the program.

    Offers direction and guidance to staff on program-related issues, ensuring adherence to policies and procedures.

    Utilizes in-depth program knowledge to contribute to the development and implementation of BabyNet policies and procedures. Serves as a subject matter expert (SME) for the BabyNet Eligibility Team.

    Leads special projects at the direction of management, ensuring timely and effective execution aligned with program objectives.

    Attends and facilitates meetings and training sessions to support staff development to ensure consistent communication of program goals and updates.

    Prepares, analyzes, and presents reports to inform leadership decisions and monitor program performance.

    Oversees the status and progress of multiple, complex, and time-sensitive projects and initiatives facilitated within the BabyNet program.

    Travel is required to provide on-site leadership, training, and support.

    Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards.

    Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives.

    Requirements

    A Bachelor's Degree in Child Development, Education, Family and Consumer Science, Child and Family Studies, Psychology, Social Work, Sociology, Health Promotions, Health Science, Human Development and Family Science, Public Health or Human Services and three (3) years of administrative, management or related professional experience; OR

    A Master's Degree in Child Development, Education, Family and Consumer Sciences, Child and Family Studies, Psychology, Social Work, Sociology, Health Promotions, Health Science, Human Development and Family Science, Public Health or Human Services and one (1) year of administrative, management or related professional experience.

    Extensive knowledge of human services programs required.

    An equivalent combination of education and experience may be accepted with prior State Human Resources approval.

    Additional Requirements:
    • Valid driver's license.
    • Requires holder to drive routinely.
    • Sitting or standing for long periods of time.
    • In-office role.

    Qualifications

    • Knowledge and experience with the BabyNet Program, human services program, and child development.
    • At least two (2) years working in BabyNet related field.
    • Supervisory and Management experience.
    • Ability to establish and maintain effective working relationships.
    • Ability to effectively manage time and prioritize tasks and projects with competing and/or shifting deadlines.
    • Should be able to identify a need, make decisions, and respond appropriately.
    • Ability to maintain confidentiality.
    • Responsible for adhering to all applicable Federal, State, and Agency rules and regulations.
