Program Manager I
The Department of Administration's (Admin) Division of Enterprise Applications is seeking a Program Manager I to join the team. We are in growth mode, and it is an exciting time to be a contributing member to SC Enterprise Information System (SCEIS)! SCEIS is the backbone of our business processes and ultimately empowers decision makers to improve government for the citizens. In this role, you will lead and organize cross-functional teams as a coach, facilitator, and an agent of change. In this role you will serve as a functional resource for the enterprise enhancement and primary support on the Logistics team of the South Carolina Enterprise Information System (SCEIS), and as such implement and maintain related functionality in SAP and other software products focusing on evaluating, configuration, and maintenance of SCEIS software to manage the State's Procurement and Financial System. Work closely with SCEIS team members, management, and other outside agencies to support the on-going development of system enhancements to include identification, testing, documentation, and training activities.

This position is onsite in Columbia, SC.

Responsibilities of the Program Manger I:

Functional Support: Act as a functional resource for the Logistics Team to provide operational support to SCEIS state agencies for the resolution of tickets/incidents presented to the SCEIS help desk through agency notification.

Simulate or recreate user problems to resolve operating difficulties and identify problems.

Assist with identifying and resolving problems for end users in day to day functions related to Logistics modules. Prepare and update all relevant documentation related to functional processes/support.

System Configuration: Identify new or modified requirements including forms, reports, interfaces, conversions, and enhancements through blueprinting or agency approved requests to fulfill business needs.

Collaborate with other functional teams to assure the integration and consideration of processes related to other functional areas.

Work closely with consultants tasked to support configuration and development efforts.

Change Management/Testing: Identify new or modified requirements for system updates based on system performance and/or agency notification.

Create supporting functional team documentation for each phase of the change/release management process. Develop scripts and perform testing related to the change/release management process.

Participate in relevant change/release management meetings and work closely with the Change and Release Management Team to ensure close collaboration and adherence to standards.

Cross-Training: Participate in cross-training activities with other Logistics Team members rotating through designated module/functional processes to assure that all functional processes have back-ups.

Prepare and administer a check list of tasks that a team member must achieve during cross training to have a successful transfer of knowledge.

Training: Provide support and assistance to the SCEIS Training Team in the planning and coordination activities needed to conduct instructor-led training courses or other mediums as required.

Serve as the Logistics training facilitator as required.

Update Logistics reference and training material, including PowerPoint, uPerform, and supplemental documents, to accommodate new or modified functionality.

Provide relevant Logistics assessment and training directly to agency users. Communicate new processes or changes in the SCEIS system to users through User Group and SCEIS Communications.

  • Other duties as required to keep SCEIS applications operational and functional.
  • Requirements

    • A bachelor's degree in business administration, information systems, computer science or related field and relevant experience; or equivalent work experience specific to implementing an ERP system and or relevant experience in governmental procurement.
    Additional Requirements:
    • Must have strong analytical and organizational skills.
    • Must be able to work with and coordinate the efforts of a diverse group of professionals.
    • Must have SAP experience or experience in implementing an Enterprise Resource (ERP) system.
    • Candidate must possess excellent customer service skills and approach to dealing with people at all levels by providing pleasant, professional and courteous interaction.
    • Ability and willingness to learn and to maintain a high level of knowledge of SAP and related modules is essential.
    • Ability to communicate verbally and in writing and to present in front of a large and small audiences.
    • Must be able to work with a diverse group of professionals in any levels of an agency.
    • Position may require overnight travel.
    • Position may require employee to work evenings and weekends.
    • Position may be required to report to work during emergency situations.
    • Must have the ability to work in a team environment toward a common goal.

    Qualifications

    • Relevant experience with Ivalua is preferred.
    • At least two years of ERP experience with familiarity in SAP.
