To qualify at the GS-15, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-14 level in federal service having demonstrated experience in the management and administration of complex power programs that require general knowledge of engineering, water and/or power operations, general administration, and related resource issues and considerations inherent to a Federal water resource or power organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 04/13/2026. Major Duties:
- Sets general goals and objectives, and exercises control over the budgetary area personnel resources available to accomplish the mission.
- Plans, directs, executes and evaluates programs that perform key aspects of engineering, scientific, technical, legal, administrative, regulatory and policy implementation for large dam/powerplant facilities and related lands/operations.
- Responsible for planning, implementing, and evaluating an effective safety and health program for Power Office personnel.
- Represents Reclamation in dealings with Bonneville Power Administration, various private and public interests, and key political figures related to GCPO activities.
- Directs the execution of operations in compliance with operating agreements, environmental, contractual, and project plan commitments.
- Represents Reclamation in interactions with Tribal representatives, ensuring that responsibilities and commitments to Native American Tribes are given full consideration as Reclamation carries out activities and programs.
