Job Description

Summary

This job involves leading and managing all training and professional development programs for a key division in U.S.

As a Program Manager (Division Chief), you will oversee and lead the implementation, design, analysis, operations, and evaluation of all USCIS learning and professional development training programs throughout FOD.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/04/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/04/2026.

GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Coordinate training initiatives to address comprehensive organizational training requirements.

Conduct research and support the design and development of effective training programs.

Evaluate existing programs, course curricula, content, and instructional materials, and recommend enhancements to procedures, guidelines, and instructions.

Provide evaluative guidance and technical recommendations to leadership to strengthen program delivery and ensure consistent achievement of program objectives.

Oversee the implementation of training technologies and evaluate training effectiveness to ensure learning objectives are consistently met.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within Field Operations Directorate Division 5 and are assigned based on the need of the agency.
  • Responsible for directing work in support of Field Operations Directorate (FOD) training programs, projects, and activities.
  • Identify and integrate internal and external training projects and initiatives that impact both the immediate organization as well as the agency.
  • Responsible for advising the directorate head on training activities that directly impact special interests, organizational priorities, and the USCIS mission.
  • Coordinate and integrate training programs for all Department of Homeland Security (DHS), US Citizenship and Immigration Services (USCIS), and Field Operations Directorate (FOD) employees.
  • Provides guidance to senior management on current and emerging issues.
