Summary

This job is for a Chief of Staff role in the Joint Staff of the Connecticut Army National Guard, where you'll act as the main deputy to the Director, helping manage military programs, operations, and policies across the state.

You'll advise senior leaders, oversee program development and evaluation, and lead staff in handling joint military functions.

It's ideal for experienced military officers with strong management skills who are ready for a temporary leadership position in a National Guard setting.

Full Job Description

THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Joint Staff, Hartford, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel, assigned to the Joint Staff of the Connecticut Army National Guard.

GENERAL EXPERIENCE: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations.

Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques.

Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; must have knowledge of the organization and its mission and utilized the organizational staff procedures.

Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.

Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of an administrative nature, which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts, and practices applicable to one or more fields of administration or management.

COMPATIBLE MILITARY ASSIGNMENT: For temporary promotions, the MOS and unit remains with the permanent position from which temporarily promoted.

However, rank requirement must be met to avoid grade inversion.

MILITARY GRADE (Prior to Application): Officer: O6 UNIT OF ASSIGNMENT: Any unit within state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.

CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources.

NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position.

Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Major Duties:

Temporary promotion not to exceed two

years. The purpose of the temporary promotion is to backfill a deployed Soldier. The temporary promotion will be terminated within 30 days of return of the incumbent to the position.

Position to be filled upon the vacancy of the incumbent. JOB SUMMARY: The purpose of this position, Chief of Staff, Joint Staff, is to serve as the full deputy to the Director, Joint Staff.

Shares in and assists the chief with respect to all phases of the work of the Joint Staff in managing of National Guard military functions of the Joint Staff and joint military program operations throughout the State.

The incumbent serves as an advisor to the Director and the Adjutant General or designated representative.

The incumbent oversees and manages a variety of joint staff programs that include the development, execution and evaluation of programs and policies pertaining to the command, control, operation and management of the Joint functions at State Headquarters level.

Program responsibility assigned to this position is managerial and is executive in nature. NATIONAL GUARD MEMBERSHIP IS REQUIRED.

This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.

The major duties include, but are not limited to: Serves as a full deputy and fully shares in the management and direction of the administration, coordination, planning, development, execution and supervision of all Joint Staff programs that prepare the state for contingency operations in either a federal or state emergency, to include man-made or natural disasters, and federal military mobilizations.

Incumbent serves as the principal full-time deputy and spokesman of the Joint Staff and acts in the absence of the Director in all Joint Staff matters.

Reviews and evaluates proposed program and mission changes and impact data prepared by various staff agencies. Exercises supervisory personnel management responsibilities.

Reviews and analyzes the State joint force human resources and military programs for recruitment, appointment, assignment and career development of officer, enlisted, technician and civilian personnel to ensure optimum utilization in meeting current service requirements and mobilization capabilities.
