Summary

This job is for a Program Manager who acts as the Director of the Kansas City Passport Agency, overseeing daily operations, passport processing, and policy implementation for issuing travel documents.

This position is located at the Kansas City Passport Agency in Kansas City, MO.

This position serves as a Program Manager, with a working title of Director and contributes toward the directorate's policy guidance efforts by leading the Passport Agency.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience planning, direction, oversight, and evaluation of a broad range of highly specialized passport adjudication, issuance, and/or production services carried out by the assigned passport agency/center Experience exercising the full range of supervisory responsibilities and authorities associated with accomplishing the functional responsibilities of the agency/center Experience with laws and regulations governing nationality as related to passport eligibility.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." Major Duties:

  • Exercises the full range of supervisory responsibilities and authorities associated with accomplishing the functional responsibilities of the agency/center.
  • Analyzes and interprets broad directives and oversees the administration of laws and regulations governing nationality as related to passport eligibility.
  • Serves as an authority in and exercises highly effective oversight of the activities of the passport agency/center to which assigned by providing authoritative planning and direction.
  • Represents the Bureau of Consular Affairs in dealing with Members of Congress and their staff, state and local government officials, officials of other federal agencies, and high-ranking travel, tourism, and transportation industry officials.
  • Develops, negotiates, interpret, and oversees the implementation of policies and processes that ensure organizational efficiency and responsiveness to new and changing program requirements.
