This position is part of the Defense Threat Reduction Agency. You may qualify at the GS-14, if you fulfill the following qualifications: A.
One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Lead efforts to develop, validate, and implement specialized countermeasures in direct support of EOD and WMD defeat operations.
Manage projects focused on the design and application of specialized explosive tools (e.g., shaped charges, EFPs, demolition charges) to achieve precise objectives in a WMD context.
Application of RF theory and advanced communications to detect, identify, locate, and neutralize RF-based threats in complex, signal-dense environments.
Coordinate evaluations of security system technologies, including wired/wireless sensors, communication protocols, and countermeasure employment.
Manage a portfolio of advanced prototyping projects, serving as the technical lead on cellular communication protocols, industry standards, and adversary employment of cellular telephony in the arming, fuzing, and firing (AFF) of WMD threat devices (Specialized experience must be clearly defined in your resume.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

As a PROGRAM MANAGER at the GS-0340-14 some of your typical work assignments may include: Serves as the Program Manager overseeing the development, integration, execution, and demonstration of WMD Countermeasures technologies to be employed by Explosive Ordnance Disposal (EOD) Operators in Counter Weapons of Mass Destruction (C-WMD) missions.
Provides project direction, guidance, and oversight to civilian staff and contracted support assigned to the program.
Provides program management and specialized technical expertise to obtain and transition capabilities to specifically support CWMD detection, assessment, and defeat procedures.
Manages the development of technologies and tactics, techniques, and procedures (TTPs) in support of DoW efforts to increase capability for defeating adversary WMD, associated facilities, and enabling pathways.
Develops required programmatic and fiscal documentation to support the planning, programming, and budgeting system and makes necessary programmatic and technical judgment of priorities.
Formulates detailed plans and cost estimates for proposed projects and prepares task statements, Statements of Work (SOW) and other programmatic documents.
Coordinates policy requirements and technology development efforts across the USG through participation in inter-agency working groups, ensuring coherent and non-duplicative technology development that meets customer requirements.
