About the Position: Serves in a dual capacity as Chief, Programs and Project Management Branch and Deputy Chief, Planning, Project, and Programs Management Division (PPPMD).

As Deputy Division Chief, assures consistent procedures and reporting with the civil works programs, and represents the Chief in overall program discussions.

As Branch Chief, has oversight responsibility for the programs and project management activities related to the execution of the District's Civil Works program.

Specialized Experience: One year of specialized experience which includes working with project and program management business processes and tools AND experience in life-cycle program management involving complex-funded government programs related to Civil Works water resource programs and projects.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Leadership Oral Communication Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Participates with the Chief in planning and administering activities of the organization.
  • Delegated full authority by the Division Chief to supervise and manage a staff of program and project managers, budget analysts, administrative and support team members.
  • Ensures that program issues are brought together and recommends to the Division Chief a consolidated program which is consistent with activities of the subordinate Branches.
  • Oversees the management of actual project resource utilization (funds and manpower) to ensure effective resource utilization in compliance with the Project Study Plan (PSP) and Project Management Plan (PMP) .
  • Responsible for the overall management of the District's assigned Civil Works Program by supervising a team of project managers engaged in the planning and execution of civil works projects
  • Approves first level work order requests for work to be performed and the expenditure of funds.
  • Represents the District at meetings, briefings, conferences, hearings, etc. with higher headquarters, other Federal agencies, State and County authorities, special interest groups, and the public on matters related to proposed or approved projects.
