Specialized Experience: One year of specialized experience which includes: (1) coordination and planning of multiple active and future hydropower construction contracts to include engineering during construction, contract supervision and project administration activities; (2) providing leadership and program development to a multi-disciplinary team for execution of large civil works projects; AND (3) experience using specialized project management software such as P2 Primavera project management software to include upward reporting of monthly execution and project statusing.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Serves as Program Manager for the McNary Lock and Dam Hydropower Modernization Program, responsible for all facets of customer interface and program execution.
  • Directs, coordinates and oversees the planning, design and construction execution of the program in consultation with functional chiefs.
  • Monitors and ensures the performance of all technical division's responsibilities for execution of the program.
  • Directs, supervises, and reviews the work of the program execution staff.
  • Oversees the development of all project specific Project Management Plans (PMP) to assure optimum product schedule, cost, scope, acquisition plan, budget and quality.
  • Provides direction to all project managers to see that planning, design, and construction problems are resolved and that project costs are controlled and established schedules are met.
