Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This vacancy is with U.S. Army Corps of Engineers (USACE), Little Rock District in the Engineering and Construction Division.

Position will be filled at either GS-11 or GS-12 grade level. Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

One year of specialized experience which includes:1) Assisting in preparing structural design documents plans and technical specifications; OR 2) Gathering design memoranda for the preparation of structural features.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education Substitution: B. Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology.

(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

(Note: You must attach a copy of your transcripts.) For GS-12: One year of specialized experience which includes:1) Designing structural engineering features for construction projects using computer aided design and drafting systems.

AND 2) Performing site investigation of existing projects to assess structural condition.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job at GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

In addition to meeting the specialized experience requirement above, to qualify for this position you must also meet the basic education requirement listed. Major Duties:

  • You will serve as a structural engineer with responsibilities for the scheduling, coordination, investigation, formulation and evaluation of structural design for major features of civil works and military construction projects.
  • You will develop structural designs, plans and technical specifications for concrete, steel, masonry, and timber structures.
  • You will prepare special studies of available software to determine applications within the structural area and compatibility with available systems.
  • You will conduct inspections of assigned major structures plus bridges, levees, and floodwalls, etc.
  • You will prepare periodic reports.
