Job Description

Summary

This job involves leading and managing a contract for planning ship maintenance and upgrades in the Navy, including advising on budgets, contracts, and programs while coordinating with various military and external teams.

It requires overseeing policies, procedures, and execution to meet cost, schedule, and performance goals for surface ship operations.

A good fit would be someone with strong management experience in government or defense projects, excellent communication skills, and a knack for handling complex, interrelated tasks in a high-stakes environment.

Key Requirements

  • At least one year of specialized experience at GS-13 or equivalent level in federal, private, or public sector
  • Expertise in applying qualitative and quantitative methods to improve administrative and program operations
  • Knowledge of Surface Maintenance Engineering Planning Program (SURFMEPP) and Specification Development and Availability Execution Support Planning (SDAES) contract
  • Ability to serve as a management advisor on financial, contractual, and programmatic issues using high-level judgment
  • Strong communication skills to liaise with stakeholders like Fleet Commanders, NAVSEA, and regional maintenance centers
  • Experience developing guidance, policies, and procedures for cost, schedule, and performance improvements
  • Familiarity with surface ship depot-level maintenance and modernization planning processes

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-13) or pay band (NH-03) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Management in applying qualitative and quantitative methods and techniques to improve the administrative support functions and program operations that support Surface Maintenance Engineering Planning Program (SURFMEPP) responsibilities to implement and execute the Specification Development and Availability Execution Support Planning contract (SDAES).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will serve to implement and manage the Specification Development and Availability Execution Support (SDAES) Planning contract.
  • You will serve as management advisor using a high-level of discernment and judgment to address a wide variety of interrelated subject matter that include financial, contractual, programmatic or other programs.
  • You will communicate program details to Fleet Commander, NAVSEA, TYCOM, Sea 21, SEA 02, Commander Navy Regional Maintenance Center, RMCs and other external stakeholders.
  • You will develop guidance, policies, and procedures for organizational and program improvement as related to cost, schedule, and performance measures.
  • You will execute program plans to achieve milestones and requirements for the full scope of activities associated with acquisition issues.
  • You will keep abreast of the latest surface ship depot-level maintenance and modernization planning process changes.
