The primary purpose of this position is to serve as executive level expert and advisory to the Executive Director for the Assistant Secretary of the Air Force for Manpower and Reserve Affairs (SAF/MR) in directing activities and ensuring proper execution of the SAF/MR mission.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14 or equivalent in other pay systems.

Examples of specialized experience include: 1) Providing executive oversight on resource management, including facility allocation, manpower, and personnel; 2) Developing strategies for coping with major mission/program changes and resolving issues that impede operational readiness; 3) Directing high-level management analysis projects/studies to develop actionable organizational practices; 4) Promoting organizational interests in high-level conferences and working groups to gain support and cooperation for strategic initiatives FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of mission functions, and operational structures of the DoW and DAF including the complex, political and organizational interval relationships that govern and influence the SAF/MR enterprise.

Knowledge of relevant laws, regulations policies and procedures to serve as a credible technical authority on all matters related to the SAF/MR portfolio 2.

Skills and ability in executive communication parentheses written and oral parentheses with a demonstrated ability to exercise, exceptional tact, discretion, and judgment when briefing, senior leaders and engaging with high-level stakeholders on sensitive and controversial issues 3.

Skill and ability to negotiate with and influence senior leadership to accept and implement complex recommendations, particularly those involving significant resources, organizational change, or conflicting priorities 4.

Skill and ability to lead inspire and mentor, a diverse, workforce guiding teams towards strategic goal, accomplishment while adapting leadership style to dynamic situations 5.

Skill and ability and analyzing complex problems, directing research and developing innovative recommendations, that drive organizational improvement and mission success 6.

Skill and ability to manage multiple competing high priority initiatives, including those with SECAF and OSW interest and to strategically balance staff workload to meet critical deadlines PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serves as the Senior Advisor for the Executive Director of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs.

Provides expert guidance on managing and integrating the DAF-Wide SAF/MR portfolio. Exercises supervisory personnel management responsibilities.

Advises and provides counsel to employees regarding policies, procedures and directives of management.

Balances the competing interest of diverse stakeholders, including the Department of Air Force, Department of War and external agencies, to achieve mission objectives.

Leads, designs, and directs comprehensive studies on extremely broad and complex issues to inform fundamental changes in organizational strategy and doctrine.
