Job Description

Summary

This job involves leading the day-to-day management of a major Navy shipbuilding program for amphibious warfare vessels, focusing on coordinating teams to keep projects on budget, on time, and meeting technical standards.

A good fit would be someone with strong experience in overseeing large-scale acquisitions, who enjoys integrating efforts across engineering, finance, and contracts while representing the program to high-level leaders.

It also includes supervising a team and providing expert advice on risks and strategies.

Key Requirements

  • At least one year of specialized experience equivalent to GS-13 or NH-03 in managing cost, schedule, and technical aspects of major shipbuilding or weapon system acquisition programs
  • Experience in acquisition planning and execution, including coordinating with engineering, logistics, financial, and contracting teams
  • Skills in leading contract strategy, change management, and performance oversight to control costs and mitigate risks

Full Job Description

You will serve as a LPD 17 ACQUISITION PRINCIPAL ASSISTANT PROGRAM MANAGER (PAPM) in the AMPHIBIOUS WARFARE PROGRAM OFFICE, PMS377 of PROGRAM EXECUTIVE OFFICE SHIPS.

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing cost, schedule, and/or technical (performance) aspects of a major shipbuilding or weapon system acquisition program.

  • You will serve as a LPD Acquisition Principal Assistant Program Manager in the Amphibious Warfare Program Office (PMS 377) acting as the senior day-to-day integrator and execution lead for the LPD 17 Class shipbuilding portfolio.
  • You will lead acquisition planning and execution for the LPD 17 program, coordinating with engineering, logistics, financial, and contracting teams to align contract strategy with cost, schedule, and technical objectives.
  • You will lead acquisition and contract execution strategy, overseeing planning, change management, and performance to control costs, mitigate risk, prevent disruptions, and deliver mission-ready ships on schedule.
  • You will exercise delegated authority for program execution and workforce management, ensuring effective use of assigned resources and requirements and aligning manpower, tasking, and execution priorities to approved funding and program plans.
  • You will represent the LPD 17 program with senior Navy leadership, PEO SHIPS, external stakeholders, and industry partners, ensuring clear communication, alignment, and accountability across all phases of execution.
  • You will perform supervisory duties to include providing administrative and technical guidance, employee performance evaluations, identifying training needs, and workload management.
  • You will advise the Program Manager on acquisition matters, developing data-driven recommendations related to contract strategy, change management, industrial base impacts, and execution risks.
  • You will forecast and manage the workload for the LPD team or functional area.
