Full Job Description

You will serve as a Program Manager of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Knowledge of DON Data Administration programs pertinent regulations, laws, instructions, and policy guidelines.

Technical competence to understand computer information systems like Micrsoft Office and ETMS2.

Execute work independently and seek guidance from supervisor on problems of exceptional difficulty for discussion and advice.

Reviews responses for the DON to external queries and initiatives and suggest revisions to internal programs to enhance DON Data Administration programs based upon suggestions and recommendations provided from the fleet and shore establishment and the incumbent's perceptions of current policies, statues, and law.

Answer and respond to help desk inquiries via phone calls, emails and/or in-person visits.

Ensure that appropriate records are created and maintained for Naval organization and procedures for handling, filing, retrieving, protecting, and determining availability of records pertaining to Data Administration programs.

Organizes, prioritizes, and schedules workload to effectively manage all aspects of program areas, informs supervisor on known or suspected problems and makes recommendations to correct them.

Evaluates effectiveness of current operations, procedures and systems, and recommends improvements or modifications to supervisor. Create and maintain reports and databases, as required.

Performs related duties of comparable responsibility as assigned.

  • You will support validating, disseminating, verifying OPNAV policy, guidance, procedures for various administrative programs, CNO Awards, Shore and Fleet Organization Management, DON Forms, Info Collections, OPNAV Directives, Records Management.
  • You will Oversee technical reviews and edits of directives proposed for signature by OPNAV principal officials, the Vice Chief of Naval Operations (VCNO), and the CNO
  • You will be managing and overseeing case files ensuring policy compliances are met for each milestone. Reviews and determines if each case has met all policy requirements prior to staffing or submission for management review or signature
  • You will gather, analyze and compose technical information, conducts research and ensures the use of proper technical terminology; Translates technical information into clear, readable documents to be used by technical and non-technical personnel
  • You will assist with OPNAV and DON-wide forms management reviews to eliminate unnecessary forms, promote consolidation and/or standardization of forms.
