Job Description

Summary

This role is a temporary developmental position for up-and-coming managers in the Air Force, focusing on guiding teams and advising on projects related to facilities, real estate, budgets, and compliance to improve military housing and infrastructure.

It involves leading initiatives, negotiating changes, and working with government and industry leaders to ensure programs run smoothly.

Ideal candidates are experienced federal employees with strong leadership potential and a background in managing complex, multi-area projects.

Key Requirements

  • One year of specialized experience at GS-12 level or equivalent, involving integration of management plans in real estate, facilities, compliance, and finance
  • Knowledge of housing, resources, real estate/asset management principles, and Air Force/DoD policies, directives, and procedures

The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high potential manager / executive candidate; it is not a continuing position and assignment duration is NTE 36 months.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

Examples of specialized experience include expertise in integrating activity management plans across diverse fields, including real estate, facilities, compliance, and finance, supported by a thorough knowledge of program requirements from executive orders, federal laws, and DoD/DAF policies to plan and develop projects, and effectively negotiate with management to implement significant and innovative changes to established concepts and procedures.

To be creditable, the specialized experience must have been at the GS-12 grade level or equivalent under other pay systems in the Federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of the application of housing, resources and real estate/asset management principles and Air Force and DoD theories, policies, directives, and procedures. 2.

Knowledge of the principles of construction, contract acquisition, and program management. 3.

Knowledge of planning, programming and budgeting cycles, financial systems and restrictions on the expenditures of funds. 4.

Knowledge of business accounting and financial management principles and procedures. 5.

Knowledge of a range of privatization rules, regulations, and procedures relating to the management of military housing, including construction of new buildings. 6.

Ability to communicate effectively, both orally and in writing, with senior officials from a broad range of activities, including federal and local government, and industry. Major Duties:

Performs career broadening assignments, providing technical guidance, advisory support, and assistance to MAJCOMs and installations on matters concerning compliance management, contract management, financial management, natural and physical infrastructure, and portfolio management.

Performs career broadening assignments, serving on and leading teams and working groups composed of various functional disciplines engaged in developing and recommending proposals and implementation plans.

Performs career broadening assignments, providing continuous assessment and evaluation of overall program and individual project goals, objectives, strategies, performance to ensure a sound basis for long range acquisition program management processes.

Performs career broadening assignments, representing the organization at executive levels within the Government and to contractor/industry representatives.
