THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Program Analyst, Position Description Number D1905000 and is part of the Georgia Army National Guard, USPFO, Fort Stewart, Georgia.
This is a full-time, Excepted Permanent, dual status position which requires Georgia Army National Guard Membership. Area of Consideration: Current on-board members of the Georgia Army National Guard.
Military Grades: E4 - O2.
Compatible Military Assignments: ECMF1: 91 EMOS: 25B, 36B, 51C, 88M/N, 89A/B, 92A/F/G/Y GENERAL EXPERIENCE: Candidate must have experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management.
Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Candidate must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques.
Experience analyzing, interpreting and developing policies and procedures of local management. Major Duties:
As a Program Analyst, GS-0343-09, you will: Develop sampling plans and procedures for validating unit/activity accountability and inventory certifications.
Independently evaluate the effectiveness of substantive unit programs and processes in meeting their established goals and objectives.
Analyze evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses.
Develop recommendations to correct deficiencies or suggest program or process improvements for the organization. Plan and design procedures to improve organizational effectiveness and efficiency.
Evaluate unit and organizational effectiveness. Develop and administer a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations.
The employee plans, coordinates, and carries out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects.
Using standardized and locally developed evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplishes scheduled evaluations.
Analytical methods contained in applicable regulations and guidelines are not always applicable to specific work; Incumbent adapts methods to meet needs of the specific situation.
Collectively evaluate management effectiveness of property management functions and informing management of their programs.
Coordinate and/or conduct management studies of organization, staffing, work measurement, methods, or procedures.
Incumbent reviews administrative audits, Financial Liability Investigation for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports to determine accountability trends to develop scope of review and recommendations to improve accountability processes and corrective actions.
Monitor all unit standardization/evaluation type programs ensuring adherence to all requirements defined in Department of the Army (DA), National Guard Bureau (NGB), and local publications or other applicable directives.
Identify or create metrics and measures progress toward accomplishment of unit plans, programs, goals, and objectives regarding federal property and supply accountability.
Apply statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives.
Perform 100% inventories of unit/activity equipment and supplies and analyzes requisition data to determine causes of any discrepancies.
Develop cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment.
Interpret a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices.
Provide USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with factual, objective assessments of the unit's ability to conduct unit logistics operations and account for federal property.
Analyze, evaluate, validate, and identify ways to improve the mission, function, and activities of the organization.
Provide USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with information needed for effective direction of programs to include reports identifying limiting factors, program management opportunities, and availability of equipment on hand.
Advise the USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation.
Recommend corrective action to re-establish and ensure unit/activity compliance, with applicable logistics and physical security regulations and directives, with a specified suspense date.
Develop processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers.
Note deficiencies, identify necessary resources, and recommends corrective action.
Review workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives.
Coordinate with other logistics sections within the USPFO and Joint Force Headquarters to resolve technical problems concerning supply and equipment authorizations and accountability.
Responsible for on the spot corrective assistance and guidance to unit/activity personnel during the conduct of the evaluation/review.
