This position is part of the Defense Security Cooperation Agency.
The incumbent will be responsible for developing, coordinating, or establishing security cooperation (SC) or security assistance (SA) policies and processes; researching or recommending revisions to policies and/or legislative proposals regarding SA and SC programs.
You may qualify at the GS-13, if you fulfill the following qualifications: A.
One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Developing, coordinating, or establishing security cooperation (SC) or security assistance (SA) policies and processes; researching or recommending revisions to policies and/or legislative proposals regarding SA and SC programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
As a PROGRAM ANALYST (SC POLICY) at the GS-0343-13 some of your typical work assignments may include: Develops, coordinates, and establishes SC and SA program policies, procedures, and processes for increased efficiency, accuracy, and effectiveness in compliance with legislation, USG policies, procedures, and statutes.
Researches, reviews, coordinates and recommends revisions to legislative proposals and Executive branch policies regarding SA and SC programs within established DoD policy, including those managed in the DoD Manual 5105.38-M, Security Assistance Management Manual (SAMM).
Participates in SC policy working groups with representatives from DSCA, Implementing Agencies (IAs), and other stakeholders to resolve policy issues, identify areas for improvement, and develop new policies as required in order to improve DoD program effectiveness and efficiency, in accordance with laws, regulations, and policy guidance.
Conducts outreach to DoD, USG, international military and government, industry, and other security cooperation stakeholders on new policies and initiatives.
Monitors cases and other program implementation and execution mechanisms for Military Department, Implementing Agency, service provider, and other SC enterprise member compliance with established policies and procedures in developing SC/SA programs.
Serves as an advisor supporting administration and execution of SC and SA policies to develop and execute FMS cases or other authorized arms transfer, training, logistics, sustainment, or service support mechanisms within DoD.
