Full Job Description

This position is located at the Ralph H. Johnson VA Medical Center, Charleston, SC in the Mental Health Service Line.

The incumbent Incumbent is responsible for the administrative and financial management within the Mental Health service line and supports the Administrative Officer by operationalizing the healthcare plans for this service line.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Planning, organizing, and/or directing the ongoing administrative activities, as well as analyzing, evaluating, advising, and coordinating administrative activities; Developing, maintaining, and implementing a comprehensive business plan for each team and unit within the program; and Assisting with budget management and related resource allocation decisions for the operations to, include FTEE, hours of duty, salary budget, equipment budget, overtime, space utilization, and maintenance contracts Major Duties:

Duties include, but may not be limited to the following: Provides administration for the Mental Health Service Line which includes Community Based Outpatient Clinics (CBOC) program with varied functions and activities with new and changing requirements Responsible for assisting with budgeting and financial management within the service line budget formulation, justification, and execution; financial management; and financial reporting as it relates to patient care Managing the service line SharePoint Interpret administrative policies, develop, and implement local policies, define administrative requirements, and/or provide advice to top management on related issues.

Develop and update functional statements and position descriptions as necessary.

Review and assigns patient advocate requests received and ensures timely submission using the Patient Advocate Tracking System (PATS) Serve as the TMS administrator for the service line and works closely with staff as it relates to required trainings.

Support clinic/program operations through participation in facility committees such as Revenue Enhancement and Veteran Experience Committee Performs other duties as assigned.
