Job Description

Summary

This job involves analyzing and managing IT projects focused on cyber operations for the Department of Defense, including developing plans, tracking costs, and ensuring projects meet deadlines and goals.

It supports the US Cyber Command by handling acquisition and risk assessments in a high-stakes environment.

A good fit would be someone with strong experience in federal project management, especially in defense or IT, who enjoys strategic planning and problem-solving under pressure.

Key Requirements

  • At least one year of experience equivalent to GG-12 level in risk threat assessment, IT acquisition/procurement, or program/project management/strategic planning
  • Experience equivalent to GG-13 level in presenting project recommendations based on analysis and evaluation
  • Knowledge of federal and DoD Planning, Programming, and Budget Execution (PPBE) processes
  • Familiarity with DoD acquisition policies and the Federal Acquisition Regulation (FAR)
  • Ability to develop and implement IT project plans, including requirements, costs, schedules, and performance tracking
  • Skills in quantitative analysis to monitor project progress, quality, efficiency, and effectiveness
  • Experience tracking costs throughout the acquisition lifecycle and recommending process changes

Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA AT/COMPONENT ACQ EXECUTIVE.

In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: Applicants must possess qualifying experience.

To qualify based on your experience, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience at the GG-12 grade level is defined as: Experience with risk threat assessment, information technology acquisition and procurement or experience in program management, project management, or strategic planning.

For this position, qualifying experience at the GG-13 grade level is defined as: Experience presenting project management recommendations or conclusions based on analysis, and evaluation of projects for management.

Experience working in federal and DOD Planning, Programming, and Budget Execution (PPBE), DOD acquisition policies, or the Federal Acquisition Regulation (FAR).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.

  • Serves as a consultant and expert in the development, management, and implementation of IT project plans to include requirements development, cost, progress and performance schedules.
  • Applies expert technical knowledge to ensure project schedules and objectives are accomplished in accordance with established milestones.
  • Uses managerial techniques and quantitative analysis, to monitor work in progress, and evaluate the status and progress of work accomplished in terms of quality, efficiency, and effectiveness in achieving objectives.
  • Tracks related project’s cost throughout the acquisition lifecycle process in concert with financial management to ensure a clear and accurate on-going picture of associated costs and ensures cost data availability.
  • Updates plans and recommends business process changes in response to evolving circumstances, resources, or objectives, and ensures deadlines and priorities are met.
