The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Southern Arizona VA Medical Center (SAVAHCS) in the Group Practice Management Section.
The primary purpose of this position is to perform Program Analyst duties, responsible for providing a high level of administrative and data support.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: provides technical guidance to integrate profile management, appointment length times and clinic grids reflect healthcare providers availability, and any compliance issue is resolved prior to the clinic set-up; coordinating, establishing, and maintaining all computerized clinic profiles; creating clinic specific special instructions including scheduling and overbooks; train clinic profile new staff on the special instructions, proper clinic set up, requests, modifications, inactivation, and cancellations; ensure correct clinic profile mapping, scheduling procedures for all scheduling applications.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters degree or equivalent or LL. Or J.D.
or 2 full years of progressively higher-level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond ???????a Bachelors degree will qualify toward GS-9.
Example: An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education.
The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7.
Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.).

Physical Requirements: The nature of the position is primarily sedentary but some standing, walking and lifting of files may be required.

Major Duties:
Major duties include but aren't limited to: Clinic Set-up The Incumbent is responsible for all aspects of the clinic set-up and maintenance process for the facility.
The incumbent expected to have in-depth understanding of clinic set-up and provides technical guidance to integrate profile management, appointment length times and clinic grids reflect healthcare providers availability, and any compliance issue is resolved prior to the clinic set-up.
The incumbent ensures the clinic/provider profiles are set up according to the clinic structure, allowing the scheduling of patients, direct workload capture and co-pay billing, direct MCA costing.
Incumbent ensures analytics goals are being met using accurate and timely clinic management tools for their designated services/clinics.
Participate in Facility projects, task forces, and committees to problem-solve, educate, and implement software, data capture and scheduling directive matters, and other workgroups related to access, wait times, and clinic profile management.
Clinic Audit Coordinates ancillary needs stemming from clinic profiles such as encounter forms and utilizes VistA options including the scheduling package, & reports.
Utilizes VSSC Reports as a source of data concerning utilization, access, MCA stop code assignment, encounters, workload, and other data measures.
Evaluates computer generated appointment types and determines appropriate assignments of appointment type on a timely basis.
Determine if excess future appointment slots need to be redistributed and/or additional slots need to be added.
Data Analysis/Reports Performs data retrieval and analysis for reports; prepares reports to monitor accuracy and utilization regarding clinic profile management and communicates to appropriate facility groups for action.
Retrieves & analyzes data for validation of clinic set up information to include billable status, count vs.
non-count, DSS (MCA) identifiers and activation of encounter forms, standard naming conventions, accurate grids, and all other parameters of the clinic profile.
Reviews reports, records, and provides statistical analysis for accuracy in clinic profile management by accessing data, presenting alternatives, making recommendations, and assisting with developing problem resolutions.
