Job Description

Summary

This job involves analyzing and managing financial programs for the Navy, including overseeing purchase cards, travel budgets, and debt collection to ensure everything runs smoothly and complies with rules.

You'll monitor reports, solve problems like discrepancies in accounts, and guide others on how to use these systems properly.

It's a good fit for someone with experience in government finance or program analysis who pays close attention to details and enjoys working with budgets and data.

Key Requirements

  • At least one year of specialized experience at GS-09 level or equivalent, including analyzing work processes, evaluating program operations, and assisting with fund allocation
  • Ability to prepare statistical summaries, write position papers, and develop/present briefings
  • Experience performing analyses to ensure program compliance and developing internal controls for certifications and invoices
  • Knowledge of providing guidance on program functional requirements to coordinators and users
  • Skills in monitoring and analyzing government-wide commercial purchase card (GCPC) programs, including reconciling discrepancies and recommending solutions
  • Proficiency as a travel funds administrator, managing lines of accounting, budgets, funds, and debt collection
  • Experience managing the Defense Travel System (DTS) at organizational and installation levels, including acting as Debt Management Monitor (DMM)

Specialized experience must demonstrate the following: Analyzing work processes, studies and evaluating program operations; assisting with allocation of funds for the executive office; AND Prepare statistical summaries, writing position papers, and developing and presenting briefings.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will perform periodic analyses to determine if sufficient controls are established to ensure program compliance and develop internal controls to ensure timely certifications of monthly statements and invoices.
  • You will provide direction, guidance, and advice to activity Agency Program Coordinators (APC) and users on program's functional requirements.
  • You will independently monitor and perform program analysis and identify problems associated with Chief of Naval Air Training (CNATRA) Headquarters Government-wide Commercial Purchase Card (GCPC) program.
  • You will analyze credit card reports and problems, draw conclusions, and recommend solutions for reconciling discrepancies.
  • You will serve as the travel funds administrator and have control and oversight of travel lines of accounting (LOAs), budget, funds, and collection of debt.
  • You will act as the Debt Management Monitor (DMM) and manage the Defense Travel System (DTS) at the organizational and installation level to track the debt collection process created by an overpayment of travel funds to travelers.
  • You will perform at the level 4 and level 5 for the Government-wide Commercial Purchase Card (GCPC).
