About the Position: Incumbent will serve as a Program Analyst, responsible to provide objectively based information needed for decisions on administrative and programmatic aspects of the organization's operations and management.

Specialized Experience: One year of specialized experience which includes: 1) Assisting with cost analysis to support decisions which impact the overall cost management program; 2) Assisting with developing cost funding forecasts and/or estimates needed to support substantive programs; and 3) Utilizing analytical tools and/or research techniques to provide managerial advice and/or assistance on results from financial analysis.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Statistics, Business Administration, Economics, or any major field of study.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Major Duties:

  • Use automated systems to analyze a variety of generated resources such as cost-related and statistical reports.
  • Prepare detailed plans, budgets, and schedules for assigned projects.
  • Administer the execution of the organization's budget to include the approval of funds.
  • Generate Purchase Request to procure services and materials using the Government Purchase Card IAW regulations, policies, and procedures.
  • Evaluate the effectiveness of programs and accomplishment of objectives.
  • Present recommendations for changes in procedures to improve the operation of programs.
  • Ensure record keeping of agreements, and that terms are monitored for compliance.
